\nNasscom president R Chandrashekhar however said that the regulator should have the power to allow differential pricing for certain types\/ classes of services that are deemed to be in public interest and based on mandatory prior approvals.

These programs including proposals by TSPs<\/a> and their partners should have explicit directives or approval of the regulator and should be subject to a wider public consultation by the regulator before arriving at a final decision, the body said in a statement.
\n
\n\"Any such program should abide by the principles of Net Neutrality and not constrain innovation in any way\" Chandrashekhar said \"We strongly oppose any model where TSP or their partners have a say or discretion in choosing content that is made available at favourable rates, speed etc\".

\nIn addition, Nasscom also proposed that a suitable oversight mechanism should be put in a place to check that the TSPs continue to abide by the principles of net neutrality and recommended establishing an independent not-for-profit entity with an independent board, who would own and manage proposed differential pricing programs.

\nLast week, Nasscom had opposed to a blanket enablement of differential pricing of data services, in response to a telecom regulator paper seeking comment on the practice.

\n\"Differential pricing should not become a tool that facilitates market dominance or enables anti competitive behaviour by either TSP (telecom service provider) or platform provider. It should not offer direct or indirect commercial benefit including leveraging the value of customer data generated in the process. Further, it should not offer lower prices for own or partner content\/service\" said Sanjiv Bikchandani, chairman, NASSCOM Internet council.

\n\"Instead of differential pricing for select data services for wide access, transparent business models should be adopted without segmenting the Internet or skewing competition\" Bikchandani added.

\nThe Telecom Regulatory Authority of India had earlier asked for suggestions on differential pricing of data services in a consultation paper it released on December 9. In the paper, it describes differential tariff plans as those offered by telecom companies at \"zero or discounted tariffs to certain contents of certain websites\/applications\/platforms.\"
\n
Last week, The Internet and Mobile Association of India (IAMAI), which includes members such as Google<\/a>, Microsoft<\/a>, LinkedIn, Facebook and Twitter, said it was opposed to differential pricing, as it violates net neutrality.
