NEW DELHI: The government has no proposal to exclude Chinese telecom gear companies out of 5G contracts, Sanjay Dhotre, Minister of State for Communications said while responding to questions in Lok Sabha.

"Department of Telecommunications has not issued any order in this regard....Licensed Telecom Service Providers deploy network equipment procured from various manufacturers, subject to compliance to stipulated terms and conditions of license agreement including security conditions. To address security concerns, there are comprehensive security conditions as part of existing License Agreement for telecom service providers," he said on Thursday.

While deposing before the IT Parliamentary Standing Committee, the Department of Telecommunications in August had said that the final decision will be taken by the Home Ministry after taking into account the national security concerns.

After rising tensions on the Sino-Indo border last month, existing Chinese investments in India have come under close scrutiny of the government. The government has so far barred the Chinese gear makers from supplying 4G gear to state-run telecom service providers Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd. However, it hasn't issued any official circular regarding the same.

However, the government hasn’t issued any formal communication on this matter so far. The government is also discouraging sourcing of equipment from Chinese vendors, ET previously reported.

Bharti Airtel recently submitted fresh applications for 5G trials with European vendors Nokia and Ericsson for circles or cities where it previously filed applications with Chinese vendors Huawei and ZTE.

While responding to questions in Lok Sabha, Dhotre further said that the government has no proposal to ban all Chinese apps operating in India and further informed that the government does not have data regarding the financial or job loss caused by the ban of 224 Chinese apps.

Dhotre said that the IT Ministry has not received reports about the availability of these banned apps and said that the process of banning apps is a dynamic one.

In response to a question by MP Rakesh Singh about whether the apps have ‘stolen’ data and sent it outside of India, Dhotre said that the apps have been banned on the legal grounds of Section 69A of the
Information Technology Act, 2000.

Responding to a question about the steps taken under the Digital India Aatma Nirbhar Bharat Innovate Challenge to develop indigeneous apps that will substitute the banned apps, Dhotre said the government has received about 6,940 applications without elaborating further.

The app innovation challenge was launched soon after the ban of initial 59 Chinese apps, including TikTok, WeChat, SheIn, etc., under the Section 69A of the IT Act, 2000.

The government had cited that the apps were “engaged in activities which [are] prejudicial to sovereignty and integrity of India, defence of India, security of state and public order” as the reason. Further in two phases the government banned a total of 167 apps.
