\nState-run BSNL has been tasked by the telecom department (DoT) to handle 70% of the cable laying and trenching work, while Power Grid Corporation and RailTel will handle the remaining portion equally. Cable laying, trenching and ducting are the most expensive elements of the NOFN project, and needs to happen before the optic fibre cables can actually be laid.

\nState-run BBNL, in turn, is the bandwidth supplier of the NOFN project.

\n“BBNL has laid merely 2,200 route kms out the targeted 5 lakh route km since the availability of ducts apart from trenching challenges, have posed a major deterrent to the NOFN rollout,” said the DoT official quoted above.

\nA mismatch in the actual bids and cost estimates had also compelled “BSNL to cancel tenders relating to cable laying, trenching and ducting on numerous occasions,” which had also delayed rollout.
\n
\nThe DoT recently exhorted BSNL, PowerGrid and RailTel to speed up all pending trenching, ducting and cable laying work after the Prime Minister’s Office advanced the national broadband project rollout deadline by nine months to March 2016, especially since the Centre’s ambitious Digital India initiative will use NOFN as the backbone to deliver government services to the common man.

\nThe proposed NOFN project will take high-speed internet to 2.5 lakh village blocks or `gram panchayats’ across India’s hinterlands.

\nAnother key challenge to the NoFN rollout is the non-cooperation of some states. For instance, Tamil Nadu and Puducherry are yet to even enter into pacts with DoT to allow trenching and cabling for the national broadband venture. This apart, project implementation has also been mired by delayed right of way (RoW) clearances issued by state agencies.

\nThe DoT official conceded that \"telcos did not see a robust business case yet,” even though the government believes there is huge commercial potential in delivering content services for e-entertainment, e-education and skills development and by creating relevant applications”.
