“There is still a lot of confusion on which areas are permitted to operate and there are no clear guidelines from district heads. So, at places where we have opened, managers have faced problems from police,\" the head of a leading retail chain in southern India told ET on condition of anonymity.

Besides, retailers are grappling with shortage of employees, inability to acquire new models, negligible customer walk-ins and certain courier partner companies refusing to deliver online orders.

Vijay Sales<\/a>, which owns close to 88 stores, said it is operational only in a few cities such as Surat and Vadodara and is in the process of seeking permissions from state authorities in red zones.

Sangeetha Mobiles said 50% of its total stores have begun operations while another 20% are opening on an hourly basis. The handset retailer runs about 650 stores in six states.

“It is too early to say if the consumer demand for
smartphones<\/a> is back on track but we are seeing some sell-out in the market mostly due to the pent-up demand and essential replacements,” said Chandu Reddy, director, Sangeetha Mobiles.

He said demand is mostly flowing towards the company’s online channel, which has seen a fivefold increase in sales this month.

All operations in Andhra Pradesh are again at a standstill after the gas leak from a Vizag plant on Thursday. The state has been predominantly under the green category due to fewer Covid-19 infections.

Long format electronic retail brands including
Vijay Sales<\/a> and Reliance Digital<\/a> are shut in malls and market complexes, which are prohibited by the government, and are awaiting approvals for other stores.

An executive from
Reliance Digital<\/a> told ET that the company has been able to fulfil certain orders received on Jio recharge stores which are categorised as essentials and functional since March. “For Reliance Digital, we are still assessing the situation as new cases are emerging every day,” said the executive, who did not wish to be identified. The multi-brand chain runs 200 outlets.

The plight of standalone retailers is similar due to continuing restrictions on movement. Initiatives by smartphone brands such as
Xiaomi<\/a> and Vivo<\/a> to kick-start sales in the offline channel are still in the implementation stage.

“Not much has changed for us this week,” said Arvinder Khurrana, president of
All India Mobile Retailer Association<\/a> (AIMRA<\/a>). “We are hardly able to resume operations in non-hotspot regions as retailers are wary of police authorities.”
