The Ministry of Electronics<\/a> and IT (MeitY<\/a>) is in talks with various ministries, such as transport, rural development, Panchayati Raj, along with the Election Commission of India<\/a> on the contours of the platform, which is at a preliminary stage of conceptualisation and development right now.
The IT ministry will first approach departments that issue key documents such as driving licences, ration cards, voter ID cards etc, while passports may come in the next phase, according to the officials.
“We are talking to the departments currently to onboard them for the project,” an official said.
The changes will be made to all documents by the line ministries and will reflect in both physical and online formats.

This means citizens will be asked to provide their consent if they wish to avail of such a facility, after which the platform will seek the consent of the concerned department.
“If, for instance, we get 10 ministries on board, citizens updating their addresses on Aadhaar will be asked if they wish to get it auto updated in the records of other ministries as well,” an official told ET on condition of anonymity. “Of the 10 ministries, if they want it to be updated in only two ministries, they can checkmark those ministries in the dropdown menu and the address will be updated with no breach of privacy.”
A citizen can also choose not to avail of the facility, the official added.
This will be an Application Programming Interface (API)-driven platform and various ministries will develop their own APIs with MEITY's help for the respective departments to receive alerts when the changes are being made to Aadhaar.
APIs are software intermediaries that allow two applications to talk to each other. DigiLocker is a secure, cloud-based platform for storage, sharing and verification of documents and certificates.
The idea is to save citizens the hassle of updating their details with every ministry by developing a system wherein changes in Aadhaar are automatically communicated to important departments.
This will also save departments time and costs, and eliminate the menace of fake documents.
Finance minister Nirmala Sitharaman<\/a> had announced a proposal to this effect in the budget<\/a> last month.
“A one-stop solution for reconciliation and updating of identity and address of individuals maintained by various government agencies, regulators and regulated entities will be established using DigiLocker service and Aadhaar as foundational identity,” Sitharaman had said.
Once such a feature is launched, it would ease a significant pain point as it is tough to update a residential address in various government documents and certificates, said Amit Ranjan, the architect of DigiLocker.
“Aadhaar has made it somewhat easier than other departments to update a citizen's address,\" he said. “The government is probably trying to build and enhance the capabilities of Aadhaar because people move houses or between cities frequently. So, there is always a lag between the residential address that is showing up on their government IDs,” Ranjan said.
The privacy aspect and the API-level issues will have to be “built into” the framework, he added.
The scope of documents available in DigiLocker for individuals is being expanded to enable more fintech innovative services, and a new Entity DigiLocker is being set up for use by micro, small and medium enterprises (MSMEs), large business and charitable trusts.
Launched in 2015, DigiLocker is being used by over 151.4 million users and over 5.6 billion documents have been stored and issued through it.
DigiLocker is aimed at paperless governance and curtails the verification process. Digitally signed documents available via DigiLocker are fetched in real-time directly from the issuing agency.
According to the IT ministry’s estimates, Aadhaar saturation among all age groups climbed to 94.65% by the end of January, and the saturation level among the adult population is now “near universal.”
During January, more than 13.7 million Aadhaar cards were successfully updated following requests from Indian residents.
“More than 1,100 government schemes, programmes and initiatives run by both the Centre and states have been notified to use Aadhaar,” the IT ministry has said.
