The top official has asked the group of secretaries to study the matter in detail and come back with some recommendations within a week, a source told ETT and added that the plan has not come to a conclusion due to contradictions whether the revival of two telcos is feasible.

Those attended the high-level meeting chaired by PK Mishra, Principal Secretary to the Prime Minister Narendra Modi, includes Department of Telecommunications secretary
Anshu Prakash<\/a>, and officials from the Ministry of Finance and Niti Aayog.

On Monday, the employees of BSNL have sought PMO intervention for \"speedy approval\" of the revival package recommended by the Group of Ministers (GoM) headed by Home Minister
Amit Shah<\/a>.

Earlier in August, the top office has asked the
DoT<\/a> to provide details on steps taken to monetise assets and directed to prepare a list of assets to be leveraged in a time-bound manner.

The department has then also sought views from the Solicitor General Tushar Mehta on whether the fourth-generation or 4G airwaves can be allocated to the two state-owned telecom carriers administratively.

The relief package includes allocation of 4G spectrum, Voluntary Retirement Scheme (VRS), and real estate assets monetisation.

The government estimates suggest that the VRS for BSNL and MTNL employees would have a revenue impact of Rs 6,365 crore and Rs 2,120 crore respectively.

BSNL had 1.63 lakh employees while MTNL had a headcount of 22,000.

The situation has worsened further since the fourth-largest telco is not able to secure credit from public-sector banks despite the Letter of Comfort or a legal guarantee provided by the telecom department.

Officials at BSNL on anonymity said that some vested interests within the government were trying to benefit the private sector rivals particularly the newcomer
Reliance Jio<\/a>.
