mobile wallets<\/a> in India, he said, and added that it requires collaborative approach between the telecom service providers, banks and other stakeholders.

\n“The current policy does not allow direct benefit transfers (DBT) from Centre and state governments to be credited to semi-closed wallets while banks are currently being pushed to open accounts through alternate channels like business correspondents due to absence of bank branches in India’s rural pockets,” Sethi said.

\nThe RBI licensing regime, he said, is also discouraging mobile money growth in the country. The present system allows only e-transfer of money and approves semi-closed pre-paid instrument issuance while it does not allow “cash out” from the semi-closed wallet.

\nWorld’s second-largest telco Vodafone that has been running m-pesa services since April 2013 in India and believes that a long-term sustainability of the prepaid wallet business model has a way to go and that they can be a “meaningful participant” in the government’s financial inclusion plan.
