Speaking to ET’s Kiran Rathee, telecom secretary K Rajaraman<\/a> expects a “pervasive” rollout across the country by early next year. Apart from 5G<\/a>, the government wants to ensure 4G coverage reaches all uncovered villages as well. Edited excerpts:

It has been two months since the government has taken equity in
Vodafone Idea<\/a> (Vi). Can you share an update on the company’s investment plans?<\/strong>

Vi is in discussions with financial institutions and investors, and we expect them to revert soon.

What is the focus area for the
Department of Telecommunications<\/a> (DoT) this year?
<\/strong>
This year, we will be looking at ensuring rollout of services under the 4G saturation project across uncovered villages, acceleration of 5G rollout across India and third is completion of Bharatnet project connecting 2.2 lakh gram panchayats. So far, OFC links in 1.9 lakh gram panchayats have been commissioned, the balance 30,000 GPs are to be done in the next six months. The Bharatnet project to connect rest of the GPs and all villages (totalling to 6lakhs) with optic fibre is likely to be completed by 2025. A pilot project to rollout fiber to the home (FTTH) connections to rural households was commenced in October 22 and we have so far connected 2.5 lakh households. Data consumed per home at 160 GB per month is amazing and points to huge pent-up demand.

Two private telcos –Reliance
Jio<\/a> and Bharti Airtel<\/a> - are currently rolling out 5G networks. Is the government satisfied at the progress?<\/strong>

It's (rollout) growing at a very rapid pace. The
fact<\/a> that within a period of six months, telecom service providers (TSPs) have been able to cover over 570 districts with 1.4 lakh 5G base stations is heartening. This is despite challenges such as chip shortages. We believe that by early next year, we will have a pervasive rollout across the country.

There have been concerns around quality of service (QoS) with rising call drops etc. What is DoT doing to improve the situation?
<\/strong>
The QoS regulations are being updated by
Telecom Regulatory Authority of India<\/a> (Trai), which has held meetings with telecom operators on the issue. DoT is also working with TSPs (telecom service providers) on issues such as fiberisation of towers.

What is the update on Bharat Sanchar Nigam Ltd.’s (
BSNL<\/a>) 4G tender?
<\/strong>
It is in final stage of evaluation. We expect a decision by the end of April.

There is so much focus on semiconductor manufacturing in India. How come telecom sector benefit from it?
<\/strong>
India has tremendous strength in fabless design of chipsets. For instance, we have a startup called Signalchip, which has already come out with a 5G chipset, based on which they have built a 5G radio as well. The question is that when they will be able to achieve scale and get some original equipment manufacturers or TSPs to adopt their chips and make products out of them. So, this is what we are working with them. Fabrication facilities will come up in some time from now, catalysed by the semiconductor
policy<\/a>. BSNL<\/a> is now carrying out four proofs of concept (PoCs) with USOF funding, including a 5G radio being built with Signalchip.

What is the update on telecom bill?
<\/strong>
The second draft is the final stages of consideration. We have received over 900 inputs from all stakeholders including Trai, broadcasting ministry, and other ministries. The inputs from all the stakeholders have been considered in the revised draft. The Minister for Communications has already made known the intent to table the bill in the Monsoon session of Parliament.

When can we expect the next spectrum auctions? This fiscal year?
<\/strong>
We are now looking at spectrum bands that remain unsold and examining a reference to Trai. We believe that a substantial chunk of spectrum should be offered in auction and at this point of time, we'll have to identify additional spectrum bands, which can be unlocked for mobile communications. We will take a call on the spectrum auction reference in a few months.

A 6G mission has been announced recently. What could be the 6G roadmap for India?
<\/strong>
In the last several years, India has ramped up participation in international standards making bodies like ITU, 3GPP, IEEE, etc. We want to deepen this engagement by Indian startups, telecom equipment manufacturers and academic and research institutions. We also want MNCs to invest more and expand their R&D facilities in India. The 6G mission is precisely for that as standards making exercise is going on. Next year, the 6G standard framework may be finalised. So, we want to ensure that our research ecosystem, our industrial ecosystem, come together and make significant contributions to the standards.
