<\/span><\/figcaption><\/figure>Mumbai: Satellite communications service provider Nelco<\/a>, a Tata group<\/a> company, has opposed telecom operators’ stance on spectrum sharing<\/a> and said that spectrum should be used only for purposes it is assigned.

Submitting counter comments to the telecom regulator’s consultation paper, the company and
industry<\/a> body SatCom Industry Association<\/a> (SIA) India argued that the satcom<\/a> spectrum is limited and hence sharing it with telcos would hamper the growth of the sat-com sector.

“Considering different commercial value for different spectrum, methodology of assignment and the purpose for which the spectrum is assigned etc., any spectrum sharing should be only restricted to (the) same kind of services for which spectrum is allocated for,” Nelco said.

In January, the Telecom Regulatory Authority of India (TRAI) floated a consultation paper exploring the scope of spectrum and infrastructure sharing across communication service providers.

TRAI asked stakeholders their opinions on a regime to implement authorised shared access (ASA), wherein telcos as secondary users could use the spectrum assigned to a non-TSP primary user (government agencies and other entities).

Bharti Airtel<\/a> and Vodafone Idea<\/a> had written in favour of ASA, citing spectral efficiency.

“Such a critical amount of spectrum so assigned\/ earmarked may not be utilised efficiently as the entire amount may not be in use at all places and at all times,” Bharti Airtel had written, adding that given the increasing data needs there was a need to explore putting a regime for ASA, which allows telcos to be secondary users of spectrum assigned or earmarked for non-telco users on a primary basis.

Reliance Jio<\/a> had said that ASA was a useful concept, it came with implementation challenges and the regulator should instead focus on providing all IMT (3G\/4G spectrum) identified spectrum for IMT services.

Nelco countered that spectrum assigned for satcom services was limited, actively used by satcom service providers and being shared with telcos by using the same frequencies across multiple satellites, satellite systems, earth stations and user terminals.

The company also pointed out that satellite communication is used for addressing requirements which are not possible with terrestrial networks.

“Under these circumstances further sharing of the spectrum assigned for satellite communication with the TSPs (telecom service provider) would significantly hamper the growth of the satellite communication sector and thereby impact the country as a whole,” it said.

The industry body also argued that the telcos’ submission disregarded the fact that current allocations of the spectrum to non-telco users would also see increased usage over a period.

“The current usage is not a benchmark of the utility of the spectrum for a given purpose as some of the usage infrastructure takes years to build, unlike the faster buildout of the access networks,” said SIA India.

It argued that unused spectrum could be because of longer incubation, as is the case with satellite communications where it takes months from planning to the orbital placement.

“(In) this period (it) cannot be assumed that the satellite spectrum is unused so should be earmarked for future access network expansion,” said SIA India.
