Draft of a new foreign direct investment (FDI<\/a>) policy<\/a> for space is ready and should be out in three months as the Space Commission<\/a> has already approved it, Indian National Space Promotion and Authorisation Centre (IN-SPACe<\/a>) chairman Pawan Goenka<\/a> has said.

“Work on the
FDI policy<\/a> is happening at a fast pace. Barring any last-minute hitches, it should come out in the next three months,” Goenka told ET.

The new policy will allow FDI in three different kinds of space activities – satellite establishment and operations, launch vehicle operation and manufacturing, and sub-system manufacturing.

“We are going to allow 100% FDI in each of these three kinds of space activities,” Goenka said. “Some level of investment will be permitted via the automatic route and beyond that, investment will be allowed via the government approval route.”

At present, the FDI policy in space is only for satellite establishment and operations, he pointed out. “It allows 100% FDI via the government approval route only and no amount of foreign investment is permitted via the automatic route,” Goenka added.

The threshold up to which government approval won’t be required for foreign investment under the new policy is still being finalised, he said. This threshold will be different for each of the three kinds of space activities and may range from 49% to 100%, Goenka said.

A government official, however, said the FDI policy for space “is still in draft stage and will take some time to finalise”.

“The idea is to promote higher private sector participation in the entire value chain of the space economy, including the creation of ground and space-based assets. That is what the revised policy will do,” the official said.

The
Department of Space<\/a> (DoS) has been working closely with the Department for Promotion of Industry and Internal Trade (DPIIT) to align the FDI policy with the Indian Space Policy 2023 that received cabinet approval in April.

Apurwa Masook, CEO and co-founder of Bengaluru-based space startup SpaceFields, said the new policy would help attract global investments into the industry and encourage global companies to set up shop in India.

Most of the Indian startups have not been able to attract foreign investment because of regulatory uncertainty around FDI, he told ET.

“When the new policy comes out, it will give confidence to foreign investors,” Masook said. “Globally, space investments have been made across several countries like Australia, the US, UK and UAE, and India is falling behind non-space faring countries. Bringing a certain amount of investment under the automatic route will increase ease of doing business, and the ability to raise funds and growth capital will increase,” he said.

Masook suggested that the government should allow FDI of up to 75% under the automatic route in sub-system manufacturing, a space activity in which SpaceFields is focused on.
