Bengaluru: Pawan Goenka, chairman of India’s space industry regulator<\/a>, has agreed with the concerns of the satcoms industry<\/a> over likely auction of satellite spectrum in the country, concurring that no country has allocated spectrum resources for space-based communications through the auction route.

While the terrestrial (telecom) sector holds a divergent view, Goenka said he has already spoken to the Department of Telecommunications (DoT) secretary and the Telecom Regulatory Authority of India (Trai) chairman on the need to take a balanced view and create “a win-win situation” for both sides.

“The terrestrial (telecom) sector’s argument is that for 5G and 6G they require larger (chunks) of bandwidth, and if the satellite communication industry gets exclusive access, they would be out of available bandwidth…but the space sector says the former (read: telcos) has enough and doesn’t need more. This is an interesting battle that’ll happen,” the Indian National Space Promotion and Authorisation Centre (IN-SPACe) boss told ET.

He added that he is less focused on commercial considerations and more on the technical aspects, though, he favours sharing of frequencies between players. “We are internally aligning our views,” he said.

“Clearly, for the space sector to have exclusive right to certain frequencies, one of those ranges being 27.5 GHz to 28.5 GHz and having a shared availability of those frequencies to multiple players is the preferred way,” Goenka said. “Whether something which is not exclusive to space can be done and still not hamper the space industry is the solution we’re looking for.”

Goenka’s comments come after
Satcom Industry Association<\/a> (SIA India) recently sought his intervention in the telecom regulator’s ongoing consultation process on the spectrum allocation mode for space services, warning that the underlying intent of the latter’s discussion paper appeared to be forcing an auction of satellite spectrum in India, contrary to global practices.

SIA counts satellite biggies such as US-based Hughes, Luxembourg’s SES, UK’s Inmmarsat, Intelsat, Canada’s Telesat, Viasat and Asiasat among its members.

India’s new Space Policy 2023<\/a> has empowered IN-SPACe to act as a single-window agency to authorise the gamut of space activities by both government and private satcom<\/a> players.

Allocation mode of satcom airwaves remains a vexed issue with satellite players, including Bharti Group-backed OneWeb and US-based Hughes, categorically saying satellite spectrum must be given administratively as has been the global practice.

Reliance<\/a> Jio and Vodafone Idea have been opposing this.

Bharti Enterprises chairman Sunil Mittal has repeatedly said spectrum for satellite services can’t be auctioned on the lines of 5G. He is also executive chairman of OneWeb, which along with the likes of Elon Musk’s Starlink, Amazon’s Project Kuiper, and Canada’s Telesat and the Reliance-SES combine, is eyeing India’s satellite broadband market.

EY estimates India’s space economy to grow to about $13 billion by 2025 from around $1-billion annual revenue opportunity now.

“The satcoms industry view is clear; that for space spectrum, sharing of frequencies is doable and should be done, and we should not allocate a particular frequency to one player as that would be sub-optimal use of the frequency,” Goenka said. “Whether that is happening with auction or allocated with an assigned fee must be discussed.”

Whether space should have exclusive rights to certain frequencies that are off limits to terrestrial, or whether such airwaves should be auctioned or assigned, or remain exclusive or be shared, are technical considerations, he said. “What we do in space may have to be different from what we do in terrestrial as technical considerations are not the same,” he added.

The 28 GHz spectrum – with a band range from 27.5 GHz to 29.5 GHz – is now used exclusively by satellite players, but it’s also considered a highly efficient band for 5G services. Trai’s latest paper proposes to further segregate and use 400 MHz in this band for captive private 5G networks.

Derail ongoing satellite sector momentum?<\/strong>

“Most questions in Trai’s consultation paper explicitly reveal that the intent of the process revolves around auction of satellite spectrum in the critical `C,’ `Ku’ and `Ka’ bands that can derail the ongoing momentum in the satellite sector (and, accordingly,) we seek your intervention on the Trai consultation,” SIA India director general Anil Prakash wrote in a letter to the IN-SPACe chairman on May 1. ET had reported about this letter in its May 2 edition.

Last month, Trai had floated a consultation paper seeking views on whether spectrum allotment for space communications should be done via auctions, the administrative route or any other model.

The DoT wants Trai to recommend an auction model for space spectrum.

The industry is awaiting the regulator’s recommendations, though DoT will take the final call.

In its letter, SIA has said satellite spectrum is a globally shared resource and extensively re-used in the same geographic locations by multiple satellite networks. “Therefore, market allocation mechanisms are not feasible for satellite spectrum…no country has allocated spectrum resources for space-based communications through the auctioning process,” it said.
