In an interview with ET's Danish Khan and Romit Guha, Huawei India CEO Jay Chen<\/a> discuss the ongoing uncertainty over the company's future and its investment plan. Edited excerpts<\/em>

What is your view on the Indian market?
<\/b>
India's next 10 years will be a golden time for growth. We are very positive and optimistic about this growth. The Indian government's plan is to make India the third largest economic power by 2023. Also ICT revenue is expected to be reach $250-$400 billion by 2025 which mainly involves IT\/ITES, telecom and both hardware and software. The growth is huge!This target is encouraging and to achieve this target, India should take an approach of openness and collaboration with the world in order to take the best from all the countries. We give the commitment to introduce most leading innovation to India. It will be very good for India to take only the best to make this industry grow. My key message is openness and collaboration with the world to take the best to build strengths and capabilities.

What are your investment plans for the India market?<\/b>

We feel that the next 10 years will be the golden period for India. This is our basic judgment about the market. As a leading industry player, we are ready to discuss everything pertaining to what we can contribute. The new innovation, technology, solutions and whatever we have, we will introduce to India.

5G<\/a> is only a pipe. The most important thing for India is the ecosystem and the cross-industry 5G ecosystem capability. The focus should be on how to have India to grow this capability, to develop cross-industry use cases around 5G. We have the applications to do that. We are working on specific 5G use cases but we are awaiting the green light. We have the confidence for Huawei in India.

What is your plan if you get approval from the government?<\/b>

We have been working in India for 20 years. Based on market insight and solution, we are working on a plan for India. We have the intention to invest more in India once the clarity is provided.

My innovation is my USP. We have thousands of Massive MIMO deployed with Vodafone Idea. We have deployed cloud Air solution for spectrum saving solution for pan-India. Other players in comparison are very behind. In the last 3 years, all new solutions introduced to India are done by Huawei.

We have a cross-industry 4G ecosystem capability. This is the unique value we have. In China, we have already deployed 5G use cases. We can provide driverless tractors for agriculture, smart cities, manufacturing and support universities in India. We also have plans for local manufacturing.

We also want to work around skill development. We want to help universities and we have a plan for that.

We have also shared proposals with the telecom department on 5G. We hope that the Indian government would be able to take a positive call and increase investment from potential investors who are coming from China. There are cross-industry and ICT ecosystem companies waiting to invest in India.

Are you frustrated with the delay on the decision?<\/b>

I understand India's situation - the mindset, the habit to make decision and practice followed here. I have a reasonable understanding. I am not frustrated. During my engagements with all government departments in the last 8 months, I can say that I am not frustrated but I understand. They have given positive feedback on the engagements in terms of network security concerns and 5G.

Is there a lobby of European vendors in play?<\/b>

They said that their price is on par with the Chinese which is a good thing. My strength is to provide leading innovation. I have challenges in India and one of the main challenges in the profitability in this market.

Secondly, industry revenues are going down, job cuts are rampant which is also a big challenge. My customers are financially stressed. I hope they make a comeback as soon as possible.

This issue will be resolved soon. You can't imagine GDP growing at a time when the telecom industry is going down.

The challenge for Indian telcos is no longer the affordability of services. 4G subscribers will now voluntary pay Rs 50-Rs 100 more for a better experience. Data consumption is going up. However, the quality is the issue. How to make a good experience is the challenge being faced by all telcos.

The tariffs will be up for sure. Once it is up, then all telcos will immediately manage this financial stress.

Is Huawei equipment as secure or unsecure as from any other European vendor?<\/b>

People go by the mindset and origin of the company when they talk about
telecom equipment<\/a> and security. If the security talk revolves around the company being from China, the US or Europe, then it is misleading assessment.

For network security, you should talk about standard, procedure, and policy. This the right way to talk about security.

We have given clarification to all Indian authorities that security issue itself is a technical issue. And, there is a need to work based on an international standard and architectural solution and policy procedure. We will make the right decision to select the partner.

We have received the most stringent scrutiny and tests in the world. We don't have any incident in the past. We have given the commitment that we want to sign no backdoor agreements with customers and government globally.

I would like to propose to the industry, no matter which country you are from, let's sign the 'no backdoor agreements' pact with our customers and the Indian government to give the commitment and confidence and trust. We encourage other vendors and OEMs to sign these pacts.

Singapore prime minister already said that this is a trust issue.

We go with solid technical approach and right governance system for standards and policy and after that OEMs can give this commitment and protect everything by the legal approach.

Have you given numbers to the Indian government for hiring if the green light on 5G is provided?<\/b>

Hiring people is purely a business decision. But, as we expand, we will hire naturally. If we have more business and big plan, we will have more people to handle. We use a different kind of employment to ensure India is a fast-changing market. It can pick up pace in very short span. Currently, every telco is cutting the workforce.

How much revenue Huawei had last year?<\/b>

Last year, our business, including devices, carrier, and enterprise, reached around $1.5 billion in India. In 2017, the business was lower than this.

Our device business, which isn't as big as other brands like Xiaomi, grew last year along with enterprise. The carrier business was stable last year.

Our business this year will be down slightly since the industry capex is reduced.

Is 5G pricing fine enough for telcos to participate in auctions?<\/b>

Once 5G comes to India after the auction, telcos' capex will be justified. The auction will happen successfully this year.

Are there supply chain concerns raised by Indian telcos after the US ban?
<\/b>
Our customers haven't come up with any concern related to supply. We are able to deliver whatever they want in time. We are fully prepared to serve Indian customers. We have stock, in house development, other country resources. We have more competency in terms of our supply.

If Huawei is barred, then what is the plan B?<\/b>

We don't have a plan B. We are confident that it would be very positive.

We have been talking to the government for 5G trials. We have said that we are committed to working with Indian startups, ecosystem and even academia to develop use cases and beyond. As soon as we get the green signal, we have a specific plan which we will be sharing with the government.

The moment we are not in the market, prices will be much more expensive for sure. We have to be there in the race so there are checks and balances on prices. It's going to be a supply and demand issue.

We are a network solutions provider, there is no incident where Huawei's equipment is found broken, which means our equipment is safe as per the global standards.

Information security is what flows in the pipe. We are the provider of pipe and tap, which is the equipment. What flows in the pipe, we don't know. It is controlled by the telco, and is up to them to secure information and content. We are nowhere in the picture to create any trouble.

Where are Huawei servers located?<\/b>

We give this commitment that we will store everything locally in India gradually. Some of the servers are in Singapore and some are in India. We will bring servers to India even if India doesn't ask for it.
