In a letter to the Telecom Regulatory Authority of India (
Trai<\/a>) secretary Sunil K Gupta dated April 8, the Cellular Operators Association of India (COAI<\/a>) said that if the regulator or the government feels a need to provide further benefit, then it should be provided in the form of a subsidy to the telecom sector like many other essential services.

Airtel<\/a>, Reliance Jio and Vodafone Idea.

Such a move, according to the Delhi-based group could be adequately compensated from the Universal Service Obligation Fund (USOF) in which more than Rs 51,500 crore is being lying unutilised.

USOF is a pool formed by the Department of Telecommunications (DoT) to bridge the digital divide.

In separate letters to telecom companies, Trai blamed them for selectively extending the validity of prepaid users during the Covid-19 lockdown, saying many 2G prepaid users across the country still remain without connectivity and were unable to recharge.

Trai in its April 7 letters to Bharti Airtel and Vodafone Idea said that the two telcos had followed a selective approach in giving relaxation to subscribers in extending the validity and giving a credit of Rs 10 to each subscriber.

However, the telecom body has contested the watchdog's charge and said that there are adequate recharge options available and options have been increased in past few days for subscribers to do recharges from their homes.

The group further said that in view of the existing lockdown, the operators have even launched programs to incentivise users to recharge for other users, and alternate channels such as bank ATMs, pharmacies and a network of grocery stores have also been activated to facilitate consumer needs.

\"These efforts are in line with the efforts and decisions of the government to ensure that such citizens can remain connected for essential needs. Even on a conservative basis, the value of such benefits is more than Rs 600 crore,\" the letter said and added that such a move has been taken by carriers despite their depleting financial health.

\"The telcos are ensuring that the nation remains connected and functions while we continue our fight against the novel COVID-19 outbreak. To ensure continuity of service to the citizens, who are at the bottom of the pyramid and are not in a position to recharge their prepaid services, our member operators have provided extended validity for the continuation of their services,\"

More than 90% of the current subscriber base uses prepaid connections.

Since a 21-day lockdown starting March 24, telecom operators have been working tirelessly to fix network issues as employees across sectors have been asked to work from home and have devised measures to enable prepaid users to continue their mobile services providing additional voice and data benefits.
