RailTel<\/a> Chairman R K Bahuguna<\/a> blamed the company’s slow pace of OFC<\/a> deployment primarily to delayed RoW clearances, tardy land-related clearances from forest authorities, the National Highway Authority of India (NHAI<\/a>) and other departments.

\n“Bottlenecks such as paucity of manpower in remote areas across the Northeast<\/a> coupled with harsh terrain are also hindering the Bharat-Net rollout,” Bahuguna told ET. RailTel has also faced obstacles in TN, where it still has not received permission to roll out OFC. The southern state, it is learnt, was keen to create its own statewide broadband network.

\nBahuguna expects RailTel to take “another two years to complete its pending 20,000 km of fibre optic cable rollout from district to block and from each block to the gram panchayat level”.

The telecom arm of the Railways, however, has wrapped up nearly 55% of its targeted OFC deployment in Gujarat<\/a> for delivering high-speed internet<\/a> connectivity. Over the years, BharatNet, previously known as the national optic fibre network (NOFN) project, has repeatedly missed rollout deadlines, which has resulted in both cost and time overruns.

\nThe previous Congress-led UPA government had originally approved a Rs 21,000 crore project cost more than four years ago. The original venture had aimed to provide 100 Mbps broadband connectivity to all the gram panchayats.
