\n“Idea Cellular Limited also gained 11.9 million VLR subscribers and Vodafone gained 5.1 million VLR subscribers over past one year; but they have started reporting subscriber loss in the past three months,” the report said.

New entrant
Reliance Jio<\/a>’s active subscriber base was relatively low at 100 million due to its lower active subscribers (measured by peak visitor location register (VLR)) - at 75% in August 2017), the report added.

\n“In absolute terms, RJio had 133 million subscribers by end August 2017 and RJio continues to gain subscribers steadily (4-5 million per month) despite obvious saturation,” Ind-Ra said.

\nAt September end, Airtel had over 282 million subscribers, while Vodafone India was at No. 2 with over 207 million and Idea was ranked third with over 190 million absolute users, as per Cellular Operators Association of India (COAI) data. Idea and Vodafone are in the process of merging their operations.

\nJio’s market share gain, according to it, is largely driven by the dual SIM phenomenon and rapid loss of market position by the smaller telcos. Jio’s absolute subscriber market share was at 13.6% at September end, as per COAI data, which put Airtel at 29.8%, Vodafone at 21.91% and Idea at 20.09%.

\nThe shutdown of Anil Ambani-owned Reliance Communications’s 2G and 3G business, has emerged as an opportunity for incumbent operators including Jio. Reliance Communications has announced the discontinuation of voice telephony services from December 1.

\nBillionaire Mukesh Ambani-led Jio gained subscribers quickly after its launch based on free pricing, and is now trying to maintain the same pace of additions through discounted tariffs and cash back offers.

\nJio’s biggest impact has been on data consumption patterns as all its wireless subscribers are by default broadband data subscribers. This has increased not only the absolute number of data subscribers but also its discounted tariffs have increased the data consumption multi-fold, Ind-Ra added.

Telecom revenues though have fallen by 2% to Rs 1.9 lakh crore in FY17, reflecting free pricing by Jio during the second half of the fiscal year, the study said. It added that the
industry<\/a> revenue could revive over 12-18 months period led by Jio increasing its tariffs, exit of smaller telcos and expansion of data revenue base.
