In an interaction with ETTelecom's Muntazir Abbas, Chairman Ram Sewak Sharma<\/a><\/b> discusses 2G networks, open architecture, recent investments in Jio<\/a> Platforms, and Atmanirbhar Bharat<\/a>. What are your broad views on premium plans?
<\/b>This issue is being examined by TRAI. As such, we can comment on this issue only when our investigation is complete.

Jio believes in 2G-mukt (free) India but there are still more than 300 million subscribers who have no access to smartphones. In addition, there are security related issues in deploying data networks in border areas including J&K and Northeast. Your views?
<\/b>TRAI has adopted a technology-neutral approach, and so is the licensing framework. Therefore, it is up to the operator which technology they want to use to achieve their business interest within the ambit of the licensing framework and by keeping the interest of customers intact. As regards 2G technology, it is a well-proven technology and is still popular among customers especially among far-flung areas and rural areas. Also, more than 25% of subscribers are still using feature phones to access communication services. It is for them that the TSPs may continue operating a 2G technology service.

Recently, Jio Platforms attracted huge investments from tech giants and investors worldwide. Do you think, this is a learning for incumbents to revisit their existing strategies and innovate?<\/b>
As far as investments in the Jio Platforms are concerned, it is a business decision that has been taken by the investors. This has given the opportunity to leverage technology for making further innovation in the field of
telecom<\/a> and service delivery in India. As far as innovations are concerned, all operators have brought a certain level of innovation in their service delivery and have come out with different innovative business models. However, to remain competitive and relevant in the market, it will be needed by the incumbent operators to innovate further. Investments from worldwide will provide new opportunities, boost the ecosystem of applications, and push innovation to drive growth for the Indian economy. The advantage that these tech giants bring by collaborating with telecom companies is that they will be able to get a better understanding of the Indian customers. Depending on their usage patterns, demographics, the geographical distribution, they can customize or innovate better products for the consumers. For telecom service providers also, this collaboration is an opportunity to develop new revenue streams.

You have suggested many ways to mitigate financial stress in the telecom sector. In the present context, what should be the one big reform that is much needed in this direction?
<\/b>TRAI has given various recommendations to the Department of Telecommunications (DoT) on the issues relating to the financial health of the telecom service sector reiterating that these recommendations would help in addressing the cash flow problems of telecom companies and thereby strengthening the financial health of the
industry<\/a>. TRAI proposed that DoT may take up with the Ministry of Finance (MoF) the issue of reduction in GST rate from 18% to a flat 5% by declaring the telecom sector as a core infrastructure industry and economy enabler in India.

In view of the Centre's recent call of Atmanirbhar Bharat, what according to you should be top priorities so that the industry and government should work together to achieve the goal?
<\/b>I believe that in this age of technology, for India to become Atmanirbhar, we have to be self-reliant in telecom technology and the manufacturing of telecom equipment. Not only we end up spending a huge amount of precious foreign capital in importing telecom equipment and devices but also our dependence on foreign communication technologies and equipment may be a risk from a strategic point of view. We need to provide more opportunities for our own domestic players. I believe government policies relating to electronics and local handset manufacturing have paid rich dividends but more needs to be done, particularly to push domestic manufacturing of telecom equipment and ensure further value addition.

TRAI recommended that India should aim to achieve the objective of net-zero imports of telecommunication equipment’ by 2022. To achieve this objective, we recommended a series of steps that are required to be taken by the government. One of those was to make applicable the preferential market access policy to all public telecommunication networks.

But what actually should be done on-ground to make such happen?
<\/b>For promoting indigenous research, innovation, standardization, design, testing, certification, and manufacturing of telecom equipment, the Telecom Research, and Development Fund (TRDF), with an initial corpus of Rs. 1000 crore should be created. For capacity building in the country, participation of indigenous research institutions, telecom service providers, and telecom equipment manufacturing companies deliberations at international organizations like IEEE, 3GPP, ITU, and ETSI should be encouraged by the government.


How India can be benefited from open systems? What are your views on open architecture or open networks to propel
Digital India<\/a>?
<\/b> Open systems architecture is a system design approach that aims to produce systems that are inherently interoperable and connectable without recourse to retrofit and redesign. Open systems provide some combination of interoperability, portability, and open software standards. In telecommunication, open systems architecture (OSA) describes the layered hierarchical structure, configuration, or model of a communications or distributed data processing system. It enables system description, design, development, installation, operation, improvement, and maintenance to be performed at the abstraction layers in the hierarchical structure. An open architecture can create a platform of possibilities that will help service providers reduce operating expenses and increase revenues. Open architecture also facilitates the sharing of resources. Service providers are looking to improve their top lines, reduce their spending, and move with speed and agility in deploying new services. The idea is to make equipment from different vendors work with each other, allowing mobile operators to mix and match equipment from various suppliers and potentially improving flexibility and reducing costs. The geopolitical uncertainty is further helping in this regard where the dependency on a certain vendor can be reduced.
