“Banks are currently unwilling to take any risk w.r.t. telecom sector and are constantly asking TSPs (telecom service providers) to reduce their exposures by refusing to issue new BGs (bank guarantees) or even to renew the bank guarantees,”
Rajan Mathews<\/a>, director general of Cellular Operators Association of India (COAI<\/a>), said in a letter dated February 26 to telecom secretary Anshu Prakash<\/a>. “There is a need to give a clear message to banks that government is there to support the sector,” he added.

COAI’s letter suggested that the practice of bank guarantees to secure license fee payments should be abolished and in case still needed, should be reduced to one quarter of license fee, compared with two quarters now.

Bank guarantees have been in focus in the case of cash-strapped
Vodafone<\/a> Idea, which has paid only about ₹3,500 crore of its ₹57,000 crore AGR dues. Both the telco and lenders have called on the DoT not to encash the BGs of the telco for the unpaid dues, warning that this may force Vodafone Idea to close down. The COAI letter was sent a day before a meeting of the Digital Communications Commission was scheduled (February 27) to be held, to discuss relief steps for stressed telcos. The meeting has been postponed February 28.

On Wednesday, Vodafone Idea also wrote to the DoT, the finance ministry and Niti Ayog, and called on them to allow it to pay its AGR dues over 15 years, after a three-year moratorium.

The telecom company has also asked for a tax refund, cuts in licence fees and spectrum usage charges (SUC) and the establishment of a floor for tariffs among measures to help remain viable. It added that it can’t pay AGR dues without government relief.

Besides seeking a similar schedule for payment of AGR dues, COAI urged the government to set-off of goods and services tax (GST) credits worth Rs 40,000 crore against AGR dues.

“It is requested that a moratorium of three years be provided, as we expect that it will take at least that much time to recover the health of the sector, followed by payment tenure of 15 years at a simple interest of 6%,” said Mathews.

The industry body, which today represents
Bharti Airtel<\/a>, Vodafone Idea and Reliance Jio, said in case soft loans were to be offered, the interest rate levied should be 6%.
