\"\"Russia's oil-to-telecoms conglomerate Sistema JSFC wants the government to sharply cut the Rs 3,646 crore per unit auction base price for 800 MHz airwaves, which if implemented would hurt the company's telecom operations in India, President & CEO Mikhail Shamolin told ET's Kalyan Parbat in an exclusive interview. He also hinted that the business case for buying additional 800 MHz airwaves, typically, used by CDMA operators, would collapse if the government is unable to auction contiguous bandwidth next month. Sistema, however, is open to acquisitions in India regardless of CDMA and LTE ecosystem challenges. Edited excerpts:

\nQ: Is the Rs 3,646 crore base price for 800 MHz airwaves cleared by the Cabinet discriminatory to CDMA players like Sistema Shyam Teleservices<\/a> and needs to be immediately reviewed ?<\/strong>
\n
\nA: The pricing of 800 MHz spectrum at Rs 3646 crore per MHz is way out of line and does not merit a strong business case for buying additional airwaves. If implemented, it would be detrimental to the $3.5-billion invested by Sistema Shyam Teleservices in its Indian operations. Though Sistema Shyam views itself as a long-term player in India and is committed to making more investments in its Indian operation, all such investments need to be viable and backed by a strong business case.

\nQ: Sector analysts expect the potential demand for 800 MHz airwaves used by CDMA operators to be muted in the upcoming auction next month as contiguous spectrum is unlikely to be available coupled with an absent LTE devices ecosystem. Do you agree ?<\/strong>
\n
\nA: Data-centric telecom operators like Sistema Shyam Teleservices need contiguous spectrum. And it is imperative that contiguous blocks of spectrum is auctioned at a price which is in line with the current ecosystem realities of CDMA players.

\nQ: How serious are the ecosystem challenges for CDMA players ?<\/strong>
\n
\nA: There’s no denying that CDMA globally faces ecosystem challenges, including handset choices available to customers. But it’s also a fact that when it comes to customer experience on data, the same technology offers huge advantages over other competing mobile technologies. The way GSM and CDMA platforms are evolving, the long-term roadmap for both leads to LTE or `long-term evolution' (a 4G technology).
\n
\nQ: The Indian mobile market is highly fragmented with several smaller, regional players. Is Sistema JSFC open to acquisitions?<\/strong>
\n
\nA: The first priority of Sistema JSFC and all other shareholders, including the Russian government, is to make Sistema Shyam Teleservices OIBDA (operating income before depreciation, amortisation) positive this year. Having said this, should the right opportunities arise, and there is also a meeting of minds with shareholders of other telecom operators, exploring the inorganic route is not ruled out.

\nQ: We gather Sistema is looking beyond telecoms and is keen to invest in Prime Minister Narendra Modi’s smart city project ?<\/strong>
\n
\nA: The Indian government has set an ambitious task of building 100 smart cities and Sistema JSFC is perfectly placed to share its knowledge and expertise in the field. Sistema has built nine such projects, including some of the largest of their kind in Moscow and Sochi, which hosted the Winter Olympics. Systems that we designed and developed are highly sophisticated and incorporate a multitude of control functions over a city’s safety, transport network, utilities, healthcare services, infrastructure and ecological monitoring.

\nQ: Is Sistema JSFC considering investments in other non-telecom sectors in India ?<\/strong>
\n
\nA: Partnerships in pharmaceuticals and healthcare industries are our immediate focus zone. We’ve developed strong relationships with a wide spectrum of Indian businesses and as our dialogue progresses, we hope some relationships will turn into partnerships in those sectors.

\nQ: Is Sistema considering investments in the technology or IT space ?<\/strong>
\n
\nA: We see much potential in disruptive technologies and IT, especially given the strong fundamentals of the Indian market. Co-investing in these opportunties alongside an experienced venture capital firm is something Sistema would consider.

\nQ: We gather Sistema JSFC is also scouting for potential Indian partners for growing its non-telecom ventures in
\nRussia ?<\/strong>

\nA: Russia with its vast territories, rich natural resources, constantly growing demand and skilled personnel is a great market for any international investor. Sistema invests in 12 sectors. Private healthcare is entirely a greenfield opportunity, and since Sistema operates the largest network of private clinics and hospitals in Russia, we want to expand with potential Indian co-investor partners who bring the latest best practices to Russia. Our consumer retail investments back home have also done very well. With our track record in partnering foreign companies that wish to invest in Russia, Sistema is the perfect partner for any potential Indian investor company.
