Market watchers say handset companies may start with just around 15-20% of their capacity, if at all.

“Manufacturing of all types can restart in rural areas and manufacturing of IT Hardware within municipalities which include mobile devices<\/a> including components can also be restarted from April 20,” Pankaj Mohindroo, Chairman, India Cellular and Electronics Association (ICEA<\/a>), told ET.

Mohindroo said that the manufacturing units in containment zones can’t operate. “The fresh guidelines configure almost all requirements as far as manufacturing is concerned with robust health safety mandates.”

ICEA represents handset brands like
Apple<\/a>, Xiaomi<\/a>, Oppo<\/a>, Vivo<\/a>, Lava, and contract manufacturers like Foxconn and Wistron.

The government has extended the nationwide lockdown till May 3, but has allowed opening of some economic activity from April 20 in some Covid 19 free areas, subject to stringent social distancing rules.

A spokesperson for China’s Xiaomi, India’s top handset brand which makes its phones primarily through Foxconn, said that it is evaluating all possibilities. Executives at major Chinese smartphone makers Oppo and Vivo said that they were also evaluating the notification and are in touch with authorities on the future steps.

Analysts said that handset makers will certainly find it difficult to start their factories with migrant workers likely to be slow in returning to their jobs, especially in northern India which houses factories of Oppo, Vivo and Samsung.

Oppo, Vivo and Samsung didn't respond to ET queries.

“As per our estimates, handset players will only start with 15-20% capacity, but they need to resolve the sales challenge since offline is 60% of the market and there is zero sales due to the lockdown,” Tarun Pathak, associate director at Counterpoint Research said.

Ecommerce platforms say the Wednesday’s guidelines allow them to sell mobile phones on their platforms.

“If they make 5 million devices a month at reduced capacity, they need to foresee the demand as well. Additionally, 18% GST will also be included on the new inventory,” he said, adding that there’s already huge Inventory which needs to be cleared first.

Xiaomi’s eight factories for
smartphones<\/a> and smart TVs are in southern states of Tamil Nadu and Andhra Pradesh. Its rivals Oppo, Vivo and Samsung have factories in Noida and Greater Noida, Uttar Pradesh. Oppo makes phones for Realme and OnePlus through its Greater Noida factory.

Apple too makes iPhones through Wistron and Foxconn that have facilities in the southern part of the country.

As per government data, India has around 270 factories making handsets and components.

“Servicing of IT products has been permitted largely by self-employed which will cover probably 90% of the universe,” Mohindroo said.

Nitin Kunkolienker, President-MAIT said that the move was the need of the hour as all digital and communication highways are built using electronic and ICT products. \"This was extremely essential as all utilities need these products otherwise imports would have catered to this pent up demand for ICT products estimated at $2.5 billion per month.\"

\"MAIT had been urging the government to include manufacturing, sales, and servicing of ICT products, including mobile phones in essential services at a time when reliance on such products and services has increased due to the lockdown. We appreciate that the industry’s voice was heard and we thank the government on inclusion of the same,\" he added.

Brands like Xiaomi and Realme had asked the government to classify handsets as an essential commodity which can be delivered to customers through ecommerce platforms amid the national lockdown in India.

Industry bodies Manufacturers’ Association of Information Technology (MAIT) and ICEA had also written to the government seeking concessions in the delivery of smartphones among other electronics devices and removal of restrictions on the movement of components for inland and export purposes.
