In a letter to the Department of Telecommunications<\/a> (DoT<\/a>) dated June 23, seen by ETTelecom, the Cellular Operators Association of India (COAI<\/a>) said that since the \"source code constitutes commercially valuable, confidential and sensitive information\" as well as other reasons, its submission for security testing is not necessary to address security requirement due frequent software delivery on the networks and mobile devices.

The Delhi-based group that represents incumbent telecom carriers such as Bharti Airtel, Reliance Jio and Vodafone Idea believes that the legal security measures were already in place under the country's IT Act.

The letter comes after India's move to seek source code for network equipment as a part of security assurance standards proposed by the department's National Centre for Communications Security (NCCS), based in Bangaluru.

The group that also represents multinational vendors such as
Ericsson<\/a>, Nokia, and Huawei<\/a> said that the industry<\/a> is already required to comply with the security requirements as per the license conditions and that translates to using the 3GPP Security Assurance Specification (SCAS).

Telecom service providers and their technology partners contest the department's proposed move citing that they already adhere to worldwide standards practice and security compliance including the London-based GSMA Network Equipment Security Assurance Scheme (NESAS).

In a separate letter to the department's top official, Swedish Ericsson's chief technology officer Erik Ekudden said that a \"telecom network can be compromised\" through weaknesses in deployment or configuration and operations for which software-related tests are not aimed.

Ericsson's top executive further said that the outcome of source code review would be questionable and it was \"virtually not possible\" to bring out the software free from known vulnerabilities.

Gear makers believe that any such move would make the process more cumbersome and time-consuming triggering delayed network rollouts.

“Software fixes need the least time but bureaucratic approvals would only make the process more complex that would eventually increase time to market,” an executive who does not wish to be named said.

\"We request DoT to provide at least two years from the date of release of modified ITSAR document to address the requirements which original equipment makers would need to develop in the relevant product release,\" COAI director general Rajan S. Mathews said.

The lobby group further said that a modification of existing certificate shall be triggered only in a scenario where a significant change is done such as the new implementation of existing security functionality.

\"The discussions with DoT on the Indian telecom security assurance requirements (ITSAR) have been ongoing for over a year and the requirement to submit the source code was never raised earlier by the security testing team of the department,\" the telco body in its letter added.
