India<\/a> and Israel<\/a> have several complementaries dating back to history to contemporary period and this partnership could open up newer areas of collaboration in space, technology and satellites.

This was key theme of Book Release and Panel Discussion titled ‘Trusted Partners: 30 years of
India Israel Diplomatic Relations<\/a>’ organised by Ananta Aspen Centre<\/a>, a leading public policy<\/a> body.

The first group from India to Israel came in 1950. There are now three most distinct groups of the Indian jewish population in Israel. 1- Group from Kerala, 2- Group from Maharashtra (Benisrael), 3- Group from Baghdad (Baghdadi jews). The Israeli culture has adopted and taken a lot of things from the Malyali or Marati speaking jews and inculcated it in a way that fits in perfectly. The Malayali speaking jews have had relationships with India since the Roman period. Like thelocal culture of Israel has adopted the culture of exclusion, purity and the brahminical culture.

What India can learn from Israel in the field for agriculture & water 93% of the wastewater is recycled and used for agriculture. India is the largest producer of milk but our productivity is really low so it would be great if India learns from Israel about productivity and accounting.If we can scale up innovations in India its a great investment opportunity and prosperity on both ends. Our water canals only give 30% efficiency when it can be 90%. There should be compulsory visits by officials and scientists looking at fertilizers and usage of water where water wastage is reduced and greenhouse gas is not emitted. We should also learn to connect productivity with markets as if productivity increases but there is no market connection to sell the produce the prices will decrease and farmers will not adopt new technology that would have helped them to increase their productivity.

Israel is passionate about technology in general and space technology in particular. India space program came out as a requirement for socio-economic development.Israel space program came out because of things like peace agreement but the programs of both the countries are converging together because of the same interests that both the countries hold. After 26\/11 there was a requirement of monitoring our coastal borders throughout day and night regardless of the weather conditions and Israel helped us in doing so by sharing the Synthetic aperture radar technology. There is a lot of commonality between India and Israel in this field. Israel was also supportive of India when the country took its anti satellitetest even when most countries criticized India. There has been talk of the two countries associating and coming together in the field of cyber technology, crypto technology and
quantum<\/a> technology. India and Israel are collaborating in every prominent field namely space, military and cyber.

Academic field is one area where Indian students should be going to Israel to understand the said country. It would be really great to see academic contact between both the countries. It will help the Indian students to understand the Israeli history- the holocaust, the formation of the state and the present politics of the nation as Indian students have no knowledge about it right now. The holocaust issue was not specific to jews alone, it was a humanitarian issue which everybody should know about. Cross-cultural comparison can be very useful too as countries like India, Pakistan and Israel are so same yet so different that it’s interesting to learn and compare them.

India has a huge population getting fertilizers, food products like rice, wheat for free or at a really low price when its cost is way high in developed countries. This freebies system creates a lot of leakages and inefficiency. Farmers should be thought to be given support through an income policy approach and not through price policy approach For instance- if electricity is being given for free to farmers they wouldn't make an effort to save it so the government should make a system where it rewards farmers in monetary terms if they use limited electricity to get their work done without wasting it. This kind of income policy incentive can change farmers’s behaviortowards the things they get for free and farming practices as well.

Exchange of views,experts and business persons can help more than the usual visits of ministers as they understand the technology, the system and the markets and how to implement those in a different country better. The Israeli system in India can be only modeled by them as they can bring in those ideas and try it in India. Israel’s majority of agriculture is dependent on horticulture and livestock where the nutrition comes from. In India it's highly expensive because our productivity is low.

India has good capabilities of launching satellites but Israel has some geographical limitations that leads to political compulsions for it that is why India has been launching satellites for Israel. India is coming up with a Small Satellite Launch Vehicle keeping in mind private sector demands, this is one domain where Israel and India could collaborate. Other than that the capabilities of both countries should be used in collaboration for instance- India is good at launching and Israel is good at developing sensor technology so the strengths of both the nations should be collated to bring out something that’s jointly together. India and Israel should together work in the field of planetary science and come out with a common moon mission in order to be successful.

ISRO has established an organization like IICT where they train young space sciences. They have collaborated with Israeli agency. Collaboration in the space domain with regard to educational institutions is already in place. There is also a joint fund for academic collaboration between the
ISF<\/a> and UGC<\/a>.
