“The endeavour is to make Tamil Nadu the back office capital of the world by attracting large-scale information technology based back-offices for knowledge intensive businesses,” the policy note indicated.
This would be done by setting up more hubs for IT services like software development, product development and IT enabled services like BPOs and KPOs, it said.
The goals in the policy note also include integration with the government’s initiatives of its ‘Vision 2023’ and according special attention to start ups, SMEs and women employment.
One of the strategies mentioned in the note to promote the state’s position as an IT investment destination is supporting early stage technology start-ups in Chennai with “high quality physical working infrastructure and ancillary support with cost advantage.\"
The government IT department has also accorded administrative sanction and approval for establishing a warehouse for start-ups at Chennai and Coimbatore<\/a> and a start-up warehouse board, the note mentioned.
The policy also identifies new verticals like animation, gaming and digital entertainment, IT products and services in engineering, retail, health and management etc to widen the scope of the IT base in the state. It also noted that there would be a focus on creating institutional measures and supportive technology frameworks for Tamil computing including standards and specifications.
The Electronics Corporation of Tamil Nadu (ELCOT) and other government IT agencies will give a higher thrust to social, mobile, analytics and cloud (SMAC), Massive Online Open Course Content (MOOC), data warehousing<\/a> and Tamil computing among other areas, according to the policy.
For larger companies or ‘mega projects’ which have investments ranging from Rs 200 crore to Rs 500 crore and 2000-6000 employees, the policy document said that a structured package of incentives<\/a> would be extended on a case to case basis. It added that IT\/ITes industries in Tamil Nadu for over ten years will be given suitable extra benefits for expansion projects over and above the normal structured package of incentives.
For investments in facilities of between Rs 200-500 crore (with direct employment of 2000-4000 people), the capital subsidy will amount up to Rs 1.50 crores and the electricity tax exemption would be for five years, starting from the date of commercial operations.
To companies ready to invest in Tier two and three cities such as Coimbatore, Madurai, Trichy, Salem, Tirunelveli and Hosur and some rural locations , the government will provide capital subsidy and electricity tax exemption on power purchased from TANGEDCO.
