"We are formulating a policy with the clear understanding that the future growth of Tamil Nadu is going to be through ICT," Hans Raj Verma, Additional Chief Secretary, Department of Information Technology, Tamil Nadu said and added that the department was in the midst of discussions with industry bodies.
Since the lockdown 1.0, the state government is working to facilitate corporate-grade bandwidth in certain pockets and is in a constant dialogue with the National Association of Software and Service Companies (Nasscom) and Tower and Infrastructure Providers Association (Taipa), according to the official.
Chief Minister Edappadi K. Palaniswami-headed state has more than 8 crore mobile subscribers and close to 45,000 telecom towers.
Verma said that the state government that by March 2021, all the 12,500 gram panchayats or village blocks would be connected with high-speed broadband, and added that Tamil Nadu has the highest concentration of the Micro, Small and Medium Enterprises (MSME) in the country.
"The states have realised the importance of telecom and we believe the alignment of right-of-way guidelines would be achieved very soon," Department of Telecommunications (DoT) Joint Secretary Hari Ranjan Rao said.
The department, according to Rao, has taken multiple steps to support work from home and relaxed guidelines for other service providers (OSP) in the wake of the Covid-19 outbreak.
Delhi-based Taipa that represents infrastructure providers such as Bharti Infratel, American Tower Corporation, and Indus Towers said that the concerns were highlighted during discussions with DoT officials on March 20.
"The DoT issued circular to all the chief secretaries for exempting telecom from lockdown, ensuring the supply of diesel and electricity to the telecom installations," Tilak Raj Dua, Director-General, Taipa said.
Dua further said that state governments too supported the telecom infrastructure by issuing necessary circulars and ensuring passes for movement of personnel and uninterrupted supply of diesel and electricity.
"Due to the presence of the resilient and robust network, we have been able to face this (lockdown) crisis," Anand Agarwal, group chief executive of Sterlite Technologies said, and added that India's digital backhaul spend is minimal when compared to investment on roads and bridges.
The officials and industry executives were speaking at a digital roundtable organised by ETTelecom-Taipa, as a part of the Telecom Day initiative.
