"" MUMBAI: Tata Teleservices has defended its spectrum in Mumbai winning a spirited bidding tussle with Idea Cellular in the 1800 MHz band, but at a huge cost — it shelled out over half of its overall auction spend of over Rs 4,000 crore on this circle alone.

Does that make economic sense for a company that has struggled over the last few years with rising debt and falling revenue in a highly competitive industry?

Experts say yes, because this would help the firm stay relevant to a potential buyer.

The outcome of this auction is a clear indicator that Tata Teleservices will now focus on being a niche operator at some key service areas where it has a chance of breaking even, said industry experts.

“Trailing operators have odds stacked against them, buyers will be few and looking to come only at distressed values,” said
Sanjay Kapoor, former CEO at the country’s top mobile operator Bharti Airtel.

As such, Tata Teleservices’ only choice is to stay relevant to incumbents with a 4G play that could hurt others in key service areas such as Mumbai.

“3G is dying down in traction and focus has shifted to 4G,” Kapoor said.

Mumbai, Maharashtra, Andhra Pradesh, and Karnataka are estimated to contribute around half of Tata Teleservices’ revenue. In Mumbai and Karnataka, it has over 10% revenue market share — a benchmark often used by experts to determine potential profitability.

An industry official cited the example of Loop Mobile, which operated solely in Mumbai but managed to find Airtel as a suitor.

Making airwaves in the 1800 MHz band was critical for Tata Teleservices that faces spectrum renewal in almost all its holding in the upcoming five years. To secure this, it had to overcome Idea Cellular that was looking to consolidate its position in the country’s financial capital, but backed down.

The other choice Tata Teleservices had was to try and renew all its 850 MHz airwaves, but the cost of that would mean promoter infusion.

With the ongoing public battle between its shareholders Tata Sons and NTT DoCoMo, equity infusion to this degree is unlikely, said people familiar with the details.

Tata Teleservices is also tapped out on its borrowings, having around Rs 28,000 crore of debt.

The company had reported revenues of Rs 10,873 crore for the last financial year with a loss of Rs 3,846 crore.
