“We will push out 5G for at least five years. That's the operator perspective,”
Rajan S Mathews<\/a>, director-general of the Cellular Operators Association of India (COAI<\/a>) told ETT, and added that first, there was a pricing problem, and now the quantum issue has surfaced leading to a delay in 5G commercial rollouts.

Delhi-based COAI represents incumbents—
Bharti Airtel<\/a>, Reliance Jio and Vodafone Idea<\/a> as well as gear makers such as Huawei<\/a>, Ericsson<\/a>, Cisco and Ciena.

“Pricing originally started off as a problem for the industry. With the Rs 492 crore for 1 MHz, most operators said it was not a viable proposition given the debt and international prices,” Mathews said.

The Telecom Regulatory Authority of India (Trai) had recommended radio waves in the block of 20 MHz, and for a purchase of 100 Mhz of volume, an operator would need to pay at least Rs 50,000 crore.

The ailing industry has a cumulative debt of Rs 7.5 lakh crore currently.

Following the recent Supreme Court ruling asking telcos to pay AGR dues within a three-month period, the balance sheets of telcos have been further strained with Vodafone Idea and Bharti Airtel have posted the biggest loss of Rs 50,921 crore and Rs 23,045 crore respectively during the quarter ended September 30, 2019.

The incumbents have been arguing that the reserve price per unit suggested by the sector regulator was high, and sought a review from the Department of Telecommunications (DoT).

Early this year, Bharti Airtel’s chairman Sunil Mittal too said that the current 5G price was unacceptable and expressed the telco’s inability to bid for 5G airwaves if the government moves ahead it.

“We are running into some issues. Originally Trai has said 300 MHz of the spectrum was available. Others were putting their hands up for the same spectrum. With 25Mhz to space and 100Mhz to defense, a total of 125 MHz is going away,” Mathews said.

The telecom body, however, said the industry was seeking 100MHz for each operator, and with only 175 Mhz left, there was no point in proceeding.

For 5G to take place, the telco group believes that the industry would require millimeter wave (MW) band.

In September 2017, the Department of Telecommunications (DoT) has set up a high-level 5G Forum with steering committee headed by Stanford’s University professor AJ Paulraj to articulate the 2020 roadmap for the next generation technology.

Query to DoT did not elicit any response.

The original equipment makers (OEM), according to COAI say that they need the spectrum in bands that the industry would utilise, and added that there was no point in doing some testing now and again afterward.

“The critical point is to identify what spectrum bands are going to make available to the user community,” he added.

Data privacy, according to him, is also an issue which is going to come up as a multitude of data out of 5G networks would be generated.

“The question is what (data) has to stay within your borders, what can go outside, what can be shared, what has to be kept private,” Mathews added.

Following the proposal, submitted by Justice BN Srikrishna in July 2018, the Indian government planning to introduce the Personal Data Protection Bill, 2018 in the Parliament.
