加尔各答:电信运营商计划在新冠疫情期间推出完全非接触式在线客户获取流程,但遇到了安全障碍。

电信部(交通部)和内政部尚未批准电信公司该公司计划对客户的身份、地址和照片进行数字认证,因为人们担心《消费者权利法案》所要求的此类文件的真实性e-KYC(电子-了解你的客户)参数。

“我们已经与交通部分享了提议的非接触式e-KYC流程(模板),但交通部和内政部的一些安全相关问题仍未解决,比如确保在网上共享的用于建立新移动用户的‘身份证明’和‘地址证明’的文件是真实的,此外还要确保非接触式激活系统拍摄的照片没有被篡改或编辑,”一位高级官员说行业了解此事的高管告诉《经济时报》。

不过,他说,电信公司计划很快消除交通部和内政部对非接触式e-KYC流程安全性的担忧。但只有在5月17日之后可能放松全国封锁的商业影响明朗之后,谈判才会恢复。

由于没有一个令人满意的解决方案来确保在封锁期间及时将移动模拟人生或“连接”物理送到家庭,非接触式移动激活提议也一直处于搁置状态。电讯公司一直在研究如何在建议的网上启动系统下,透过供应商/快递公司,确保在客户家中安全及卫生地递送模拟市民身份证。

截至发稿时,Bharti Airtel依赖Jio和沃达丰(Vodafone)Idea没有回复ET的询问。

由于新冠肺炎不太可能在短期内消失,电话公司热衷于推动非接触式移动用户激活系统,这将促进移动SIM卡的销售,因为这样客户就可以在线登录,而不必去手机零售店购买连接。这样的系统还有望降低电信公司的客户激活成本,并最终帮助减少其实体移动商店的占地面积。

不过,SBICap Securities研究主管拉吉夫•夏尔马(Rajiv Sharma)表示,“总体成本的降低将是微不足道的,因为在非接触式用户激活过程中节省的任何员工/管理成本,都将被电信公司将承担的SIM卡家庭配送成本部分抵消。”

不过,行业高管表示,在冠状病毒爆发期间,能够在线购买连接的消费者应该可以享受非接触式激活选项,而没有智能手机、台式机或笔记本电脑的人应该可以到实体零售店购买移动SIM卡。

事实上,他们表示,随着新冠疫情隔离条件可能放松,以启动经济,一旦更多流动商店开业,这将成为可能。

在呼吁推出非接触式SIM卡销售机制之际,电信公司在封锁期间一直难以获得新客户。据业内估计,3月份三大运营商总共只增加了50万新客户,而正常时期每月新增客户250万至300万。
