<\/span><\/figcaption><\/figure> NEW DELHI: Cellular Operators' Association of India (COAI) has sent out distress signal that the telecom sector needs an immediate floor price for tariffs, a three-year moratorium followed by 15 year payment schedule for its adjusted gross revenue (AGR) dues and gave warning signals that banks are reluctant to take a bet on the industry<\/a>.

“Banks are currently unwilling to take any risk w.r.t. telecom sector and are constantly asking TSPs to reduce their exposures by refusing to issue new BGs or even to renew the bank guarantees. There is a need to give a clear message to banks that government is there to support the sector,” said COAI director general
Rajan Mathews<\/a> in his letter to telecom department’s secretary Anshu Prakash<\/a> on Wednesday.

COAI’s letter suggested that the practice of bank guarantees to secure license fee payments should be abolished and incase still needed, should be reduced to one quarter of license fee

Interestingly lenders of Vodafone Idea, which has to pay now about Rs 54,000 crore of adjusted gross revenue (AGR) dues to the government, informed the telecom department last weekend not to invoke bank guarantees citing their inability to pay back.

Letter sent on February 26, suggested Department of Telecommunications (DoT) to set-off of goods and services tax (GST) credits lying with the government against AGR dues. It also recommended a payment schedule for operators spread over a staggered period.

“It is requested that a moratorium of 3 years be provided, as we expect that it will take at least that much time to recover the health of the sector, followed by payment tenure of 15 years at a simple interest of 6%,” said Mathews in his letter.

The industry body that today represents –Bharti Airtel , Vodafone Idea and Reliance Jio said incase soft loans were to be given , the interest rate levied should be 6%.

COAI appealed for immediate need for floor pricing in tariffs -–from April 1 this year-to improve average revenue per user (ARPU), which is way lower compared to markets like China, Brazil and Russia.

“…floor pricing is imperative to ensure the sector is sustainable, and in a position to bear the deferred
spectrum<\/a> and AGR dues, while continuing to invest in world class networks and services,” the letter recommended.

COAI also sought an immediate cut in licence fee levy from 8% to 3% and reduction in spectrum usage charges (SuC).

The latest set of recommendation follows that of Vodafone Idea which appealed to government for help on similar lines as well on Wedensday. Infact, the
Digital Communications Commission<\/a> (DCC) – the highest decision-making body of the DoT – may discuss some steps on providing relief to stressed telcos such as Vodafone Idea in its meeting on Friday.

The pressure is now for a solution to the AGR crisis, with the next hearing in the Supreme Court on March 17 in mind. Having already rejected a petition seeking review of its October 2019 order, which said AGR should include non-core items, the Supreme Court’s hearing of the modification pleas on March 17– which is also the deadline for payment of dues — assumes critical importance.

COAI also highlighted the investments made by the sector players and how the revenues have declined.“...telecom Industry has invested over Rs 10.44 lakh crores in setting up world class mobile networks over the last 20 years and has committed around Rs 3.68 lakh crores in spectrum through auctions since 2010. However, the revenues and profitability have declined significantly. The debt burden is well over Rs 7 lakh crores, and there is still significant investment required in the future,” the industry body said.
