\nThe moves are part of the government's efforts to boost the health of the beleaguered telecom industry that is saddled with nearly Rs 8 lakh-crore of debt and has seen a plunge in revenues and profits amid continuing price wars. Easing of spectrum<\/a> holding caps, in turn, is slated to boost sector consolidation and spectrum sales, especially as telcos try to sell wireless business assets, including spectrum, to reduce debt.

\n“A licensee may opt one-time for a maximum 16 instalments including fiscal 2017-18, for deferred payment liabilities on spectrum” for auctions conducted during 2012-16, DoT<\/a> said in a notification amending unified licensing rules on Monday.
\n
\nThe instalments, it said, are based on the principle that “the Net Present Value (NPV) of the payment due is protected” as per the auction rules for airwave sales during 2012 to 2016.
\n
\nThe DoT, however, said there would be “no change” in the (two-year) moratorium period provided in the respective Notice Inviting Applications (NIA) for spectrum auctions.
\n
\nThe DoT has also amended the licensing rules to increase a telco’s overall spectrum holding limit to 35% from 25% earlier. Till date, government rules barred a merged telco from holding over 25% of spectrum allocated in a circle, and over 50% in a particular band.
\n
\nIt has also scrapped the earlier 50% cap on intra-band airwaves of carriers, but imposed a fresh 50% limit on a telco’s combined airwave holdings in sub-1GHz bands, including 700 MHz, 800 MHz and 900 MHz.
\n
\nDoT said there would be \"no cap on individual or combined holdings\" of airwaves in the higher bands above 1 GHz.
\n
\nExtension of spectrum liability payment tenures and the reduction in interest rate on penalties had been proposed by an inter-ministerial panel (IMG) set up to propose measures to reduce stress in the telecom industry.
\n
\nThe DoT said the principle applied in auction rules issued in August 2016 for computing spectrum caps would continue to be applied to determine the revised 35% overall spectrum holding limit and the 50% cap in case of a telco’s combined airwaves in sub-1GHz bands.
\n
\nCommercial use spectrum available in future to the DoT, post-refarming from other uses such as defence, would not be counted for determining spectrum caps until its “rights to use are auctioned”.
\n
\nThe DoT notification, further, said, the new spectrum caps may be revisited after the Final Acts of the World Radio-communication Conference (WRC) 2019, a global convention which reviews regulations and international pacts around spectrum.
\n
\nTelcos and sector experts have welcomed the relief measures, but said more needs to be done, by way of reduction in telecom levies such as licence fees and spectrum usage charges (SUC) for improving the long-term health of the sector. Government officials, however, believe the worst is over for the industry, with revenue stabilising.
