Telecom industry has pointed out that 5G spectrum remains the most expensive in the world in absolute terms on a `per Mhz’ basis. India's spectrum costs as a proportion of annual recurring telecom revenues are much higher than key global markets such as China, Germany, UK, Brazil or even neighbouring Pakistan, according to data from research firm CLSA.

This despite the fact that telecom regulator Trai has recommended a 36% cut in the base rate of 3.3-3.67 Ghz airwaves — the key 5G spectrum band – and a 40% cut for the coveted 700 Mhz airwaves. Trai has argued that India has the lowest 5G spectrum pricing on a per capita basis which telcos say is not an accurate global benchmark as population sizes vary sharply along with paying power or “ARPU generation” levels of each country for mobile services.

Sunil Bharti Mittal<\/a>, Chairman of Bharti Enterprises, has asked the government not to charge high fees for allotting 5G spectrum as a faster roll out of the next-generation telecommunication network can have more benefits than collecting revenue in upfront cost.

There are a variety of applications across sectors ranging from healthcare to video interactions, which will make 5G a technology to be introduced as soon as possible. Instead of devoting money on spectrum acquisitions, service providers can invest in faster roll out of the network, which will deliver high speed connectivity with lower latency.

But the telecom department is unlikely to refer the 5G reserve price recommendations back to the telecom regulator for a downward revision, dealing a blow to telcos who are seeking a steep reduction in the floor price.

As per a senior official, the DoT is likely to seek clarifications by this weekend or early next week on certain issues, including on the reserve price for the millimetre wave (mmWave) in the 27.5 GHz to 28.5 GHz band that can be used both for terrestrial and satellite communication services.

Though the buzz for 5G has gained momentum, infrastructure is still a stumbling block. India's low tower fiberisation which has not even achieved a half-way mark as against a target of 70% by 2024, has posed a challenge to the ambitious 5G rollout in the country.

The US, China, and Japan together have surpassed an average of 75% tower fiberisation while Malaysia and Thailand have 80% and 90% respectively. India’s ratio currently stands at around 30 % which is low for a smooth rollout of 5G. The capital expenditure is expected to be around Rs 45,000-crore to reach 70% tower fiberisation by 2024.

Apart from spectrum pricing, private 5G networks have become another bone of contention for the industry.

A proposal by the telecom regulator to allow companies to set up 5G captive private networks has irked India’s telecom carriers who warn that such a move would destroy the business case for them after spending billions of dollars on spectrum and network rollouts.

Following examples from international markets such as Germany, Finland, UK, France, Sweden, Australia, Japan, telecom regulator Trai has recommended allowing private enterprises to set up 5G captive private networks with obtaining spectrum directly from the government.

With the pandemic accelerating the digital transformation of businesses, the enterprise segment, which already contributes as much as 30-40% of phone carriers’ revenue, has become even more appealing for telecom players.

The telecom industry has strongly opposed Trai’s recommendations on private networks saying the regulator is dramatically altering the industry dynamics and hurting the financial health of the industry rather than improving it.

Telcos claims have been countered by
Broadband India Forum<\/a> (BIF) which said private 5G captive networks will lead to increased productivity for enterprises and drive better revenues for the telecom service providers.

Telcos will still be deriving a major chunk of revenue from external network services, comprising voice and data communications. Captive usage in the current situation would only contribute a minor share in processes\/applications like robotics, automation, etc., due to challenges in delivering the required SLAs through public networks. This means the speculated loss in revenues for telcos via enterprise services is a misplaced one, as per BIF.
