5G<\/a> spectrum auction has suggested a 20-50% reduction in reserve prices. The industry had been demanding around 90 % reduction in prices.

Trai has recommended auction of over 104,000 Mhz of spectrum in the 600 MHz, 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2500 MHz, 3300-3670 MHz (C, or mid-band) and 24.25-28.5 GHz (millimetre wave, or mmWave) bands, valued at an estimated Rs 4.5-5 lakh crore over a 30-year validity period.

However, experts say Trai recommendations on a cut in 5G spectrum base price are incrementally positive but not transformational.

Once the
department of telecommunications<\/a> (DoT) gives approval to the recommendations, the process for auction is expected to start in the next few months. This means 5G could see the light of the day by the end of 2022 or early 2023.

A 5G launch within 9-12 months would allow both
Bharti Airtel<\/a> and Reliance Jio<\/a> to continue taking share from Vodafone Idea<\/a> whose weak balance sheet will limit 5G investments for now. Both Airtel and Jio are well placed to participate in the auction but analysts expect them to selectively bid for 5G spectrum.

The overall bidding intensity is likely to be muted. Despite a modest participation in this auction, the debt levels of the industry are likely to rise further to Rs 4.8 lakh crore by March 2023. This would be despite the improvement in the cash flow generation post the tariff hikes as well as the deleveraging initiatives undertaken by the telcos.

Telecom industry body Cellular Operators Association of India (COAI) expressed disappointment over Trai’s recommendations on pricing of spectrum. The spectrum pricing recommended by TRAI is too high. Throughout the consultation process, the industry had presented extensive arguments based on global research and benchmarks, for a significant reduction in spectrum prices, it said.

Indian Space Association<\/a> (ISpA) also criticised the Trai’s recommendations saying keeping the entire spectrum in the 24.25GHz-28.5GHz along with spectrum in low and mid-bands \"will be an oversupply to the terrestrial telecom players at the cost of the satellite industry.\" ISpA is, instead, of the opinion that the “24.25-27.5GHz bands along with 3.3-3.67GHz band would be more than sufficient for 5G”.

Trai Chairman, though, rejected criticism by the industry on the pricing of 5G airwaves saying it is reasonable and have been arrived at after considering various factors including quantum of spectrum offered, competition in the market and profitability.

Global benchmarks should, however, not be the only factor while pricing spectrum. Simply benchmarking against price per MHz in Purchasing Power Parity terms may also not be the right way, as it ignores factors like quantum of spectrum offered, competition in the market, average revenue per user (ARPU) levels, profitability, etc., resulting in wrong estimations. \"We have to consider the size of the country, the GDP projections…,\" Trai Chairman said.

Despite criticisms from various industry bodies, Trai has rejected calls for a relook into the pricing recommendations for 5G airwaves as there is no such provision under the Trai Act. Trai said the industry demand to cut prices by 90% as “irrational” and without any basis.

Trai has invited telecom service providers to further engage and discuss their concerns since the views expressed by industry representatives during the extensive consultative process had already been incorporated while arriving at the pricing recommendations.

The Department of Telecommunications has been emphasising the need to strike a balance between generating revenue and the sustainability of the telecom sector in a way that the telecom service providers are in good health with sufficient capacities to make regular and substantial capital expenditure for transitioning to 5G technology.
