<\/span><\/figcaption><\/figure><\/strong>India, the fastest growing mobile market in the world with over 1 billion users, is on the cusp of moving to next-generation technology 5G<\/a> services but still grappling with basic issues including call drops, patchy networks, and spamming.

Despite the change in technologies from 2G to 4G to now 5G, the quality of services (QoS) norms for telecom services has remained the same and was last reviewed in 2016\/2017. Post 2016, Indians lapped up 4G i.e data services in no time making it the largest data consuming market. This year will see another leap in technology to 5G and the government has already started work towards 6G.

With data becoming the main mode of communication, the new QoS norms need to create a balance between voice and data services.

The reliance on networks has changed, everyone is mostly consuming data services. This means earlier measures which defined QoS need to be changed in line with the current digital era. With 5G, there will be a new phase of ultra low latency etc necessitating a change in the norms and parameters to adjudge their quality, according to experts.

Ashiwini Vaishnaw has asked telecom players and tower companies to boost QoS<\/a> by several notches even as the government has done its bit to bring in sectoral reforms and improve the financial health of the industry<\/a>. The department of telecommunications will soon ask telecom regulator Trai to come out with a consultation paper on ways to improve quality of telecom services by at least three or four times of where it is presently.

Trai recently said the
QoS offered by -- Reliance Jio, Bharti Airtel, Vodafone Idea and state-run Bharat Sanchar Nigam Limited -- has improved<\/a> and the issue of unsolicited commercial communication (UCC) subsided over the last couple of years.

Currently, Trai has an extensive QoS regulation monitoring mechanism and quarterly monitors every licensed service area (LSA) across mobile, broadband and fixed line services.

In 2016, following a heightened network service-related issues particularly frequent call drops, Trai mandated a compensation of Re 1 by telecom players for every dropped call to consumers subject to a maximum of Rs 3 per day. But, the Supreme Court rejected the Trai's call-drop penalty provision. Lack of investment in infrastructure was the main reason for call drops and other network related issues. Since then, the infrastructure level across the country has improved substantially but there are still miles to go. 5G services call for massive upgradation and setting up of infrastructure.

The telecom industry will need at least
Rs 1.5-2.5 lakh crore investment in the next 2-3 years towards infrastructure development<\/a>. Currently only 35% of total towers are fiberised in India against an ideal requirement of 70% for the launch of 5G services.

The regulator also comes out with performance monitoring reports (PMR) on quality of wireless voice and data services and compliance status every quarter. Unsolicited commercial communication (UCC) has also reduced on the back of lower volume of complaints and the nuance would further ease out drastically after the introduction of caller-based identification which is in the works which will enable users to evade spam calls or phishing attacks.
