NEW DELHI: Bharat Sanchar Nigam (BSNL<\/a>) has inked a pact with the Centre for Development of Telematics to build a virtual private network that will be the backbone of India's much-awaited automated surveillance network, popularly known as the Centralised Monitoring System<\/a>.

The network will use a technology known as multiprotocol label switching (
MPLS<\/a>) which will enable the centralised monitoring system<\/a> (CMS<\/a>) to track all forms of communication, be it over mobile, landline, satellite<\/a>, internet networks<\/a> to even voice over internet protocol (VoIP<\/a>) calls, says an internal telecom department note seen by ET.

The Centre for Development of Telematics (
C-DoT<\/a>) is the telecom research arm of the government.

Under the terms, state-run Bharat Sanchar Nigam (
BSNL<\/a>) will initially provide MPLS<\/a> connectivity across 81 locations on the CMS<\/a> network in eight licenced service areas, including Delhi, Mumbai, Kolkata<\/a>, Chennai, Haryana, Rajasthan, Punjab and Karnataka,\" the note says.

The pact comes at a time when the telecom department's security wing has concluded CMS operations-related training at six law enforcement agencies (LEAs), including
Intelligence Bureau<\/a>, Central Bureau of Investigation, Directorate of Revenue Intelligence, Research & Analysis Wing, National Investigation Agency and Delhi Police.

\nAfter the Mumbai terror strikes in 2008, CMS has been among India's most talked about national security drives that targets private information of individuals as it will enable real-time tracking of online activities, phone calls, text messages and even social media conversations. The proposed system will equip LEAs to record, store and playback all forms of communications, without interfering with network operations to ensure the target is unaware of scanning.
