\nDescribing the new National Telecom Policy as a step in the right direction, Emanuela Lecchi, Head of Public Policy— APAC, GSMA, told ET that India could be a role model for many countries which could replicate local developments. London-based GSMA represents more than 800 telecom service providers worldwide including India’s Bharti Airtel, Vodafone India, Idea Cellular and new comer Reliance Jio Infocomm.

\n“The National Telecom Policy involves several aspects coming together, and the government is taking a step in right direction,” Lecchi said.

The government is aiming to come out with the
National Telecom Policy 2018<\/a> by March next year with due consideration of rapid technological advancement and special attention to satellite broadband that could lead to digital empowerment of 1.3 billion Indians in the wake of Prime Minister Narendra Modi’s ambitious Digital India program.
\n
\nLecchi also wants the DoT to release a spectrum roadmap ahead of the next auctions, which make it easier for carriers to chalk out their individual strategies for radio-waves sale.
\n
\n“Industry is at difficulty in terms of erosion of revenue, and operators will not be able to take out lot of amount for spectrum buyout in a shorter term,” Lecchi said, adding that it was important to create equal conditions for competition.

\nThe disruptive foray of billionaire Mukesh Ambani-owned Reliance Jio, on the back of freebies, in September 2016 has led to huge financial pressure on older telcos and have led to rapid consolidation marked by the exits of smaller telcos like Telenor, Tata Teleservices and Reliance Communications. The consolidation has left market leader Bharti Airtel, No. 2 and 3 Vodafone India and Idea Celullar who are merging their operations, and Reliance Jio as the remaining major private players.

\n“Consolidation is good for India that will help players to focus on wider network. Fragmented networks have always been a difficult preposition and that too with such gigantic projects such as Digital India,” Lecchi said.

\nOther major issues vexing the industry include multiplicity of taxes, levies, including high USO (Universal Service Obligation) charge, a kitty used for the development of rural projects by the government, and adhoc levying of penalties, said Lecchi.

\nThe ‘ease of doing business’ proposal by telecom watchdog Telecom Regulatory Authority of India (Trai) would tackle a number of such issues, said Lecchi, adding that the government is aware of the issues.

\nIn November this year, Trai has proposed ways to facilitate ease of doing business with easier penalty norms, besides proposing rules which would ease M&As and allow easier exits of operators.
