""MUMBAI: Former Aircel promoter C Sivasankaran will meet Central Bureau of Investigation (CBI) officials in the next few weeks to clarify his position on charges of fraud and nonpayment of loans worth Rs 600 crore sanctioned by IDBI Bank, people close to the development said. Sivasankaran is now a citizen of Seychelles.

Sivasankaran, who did not respond to ET's queries, is looking to convince officials that business failure rather than fraud was responsible for the default as the companies went bankrupt following the cancellation of 2G licences by the Supreme Court in 2012, citing irregularities. He also wants to quell speculation he will avoid coming to India fearing complications, said one of the persons cited above.

“But he has not swindled the banks--the business model collapsed,” the person said. “He does not think there is a political vendetta on this issue.”

A CBI spokesperson said that initial investigations had just commenced and no summons had been issued to any individual in the case.

Sources close to the entrepreneur said he has filed a lawsuit against the Department of Telecom (DoT) in the Supreme Court after recent acquittals in the 2G case, seeking compensation of Rs 3,400 crore which he claims to have lost on account of the licence cancellations. Of the 122 licences that the Supreme Court cancelled in 2012, six belonged to Sivasankaran‘s STel.

Loans were borrowed against roughly 55 million Tata Teleservices (TTSL) shares pledged to IDBI. The bank made unsuccessful attempts to sell the shares and recover the money.

Sivasankaran is no longer chairman director or shareholder of Axcel Sunshine (ASL) and Win Wind Oy (WWO), the companies that filed for
bankruptcy.

The serial entrepreneur had earlier alleged he lost more than Rs 1,700 crore due to his investment in TTSL. He blamed the then management of the telecom company. Bharti Airtel is acquiring the consumer mobile business of Tata Teleservices.

Sivasankaran is also expected to meet
Tata group officials, people close to the development said. “Mr Sivasankran’s entities own an insignificant stake in TTSL. We understand that at some point the TTSL shares were pledged to IDBI. We also understand that IDBI has invoked the pledge,” said a Tata Sons spokesperson.

The business house told ET in its email response that Tata Sons has outstanding claims against Sivasankaran and his entities. “Arbitration proceedings have commenced. Tata Sons has filed its statement of claim before the tribunal,” said the spokesperson.
