Sources said there were some \"heated exchanges\" between officials at the telecom ministry and senior Trai functionaries as minister Manoj Sinha<\/a> expressed displeasure regarding the auction as government managed to sell only around 40% of the total spectrum that had been offered for auction.<\/p> The painful part for the ministry was that no spectrum was sold in the 700 MHz band, which had been constantly projected as \"highly-efficient\", despite protests by the debt-laden industry about its \"exorbitant pricing\" and lack of a ready-to-use infrastructure.<\/p> 700 MHz had Rs 11,485 crore reserve price (pan-India per megahertz). A price of nearly Rs 57,500 crore for a pan-India block of 5MHz - the minimum size to provide effective coverage with this band - was always seen as too high for the industry that has a debt of nearly Rs 3.8 lakh crore.<\/p> While Trai had made the original recommendations on pricing of spectrum, that had been cleared finally by the inter-ministerial telecom commission, headed by telecom Secretary JS Deepak<\/a>.<\/p> Sources said Trai and the telecom ministry officials have been trying to \"fix the blame\" for the failure, which has resulted in realisation of spectrum revenue of around Rs 66,000 crore, lower than last year's record Rs 1.1 lakh crore. And, total value of the spectrum that had been put up for sale this time was Rs 5.6 lakh crore - just at the reserve price.<\/p> Sinha on Friday sought to downplay the government's failure to excite the private operators on the potential of the 700 MHz band. \"If the financial condition (of operators) is not good and they cannot take the spectrum now, what is the guarantee that they will take it if we conduct auction immediately. We will take a call at an opportune time,\" the minister said when asked about the plan for re-auction.<\/p> The telecom minister added, \"If they (operators) have not bought the spectrum, we believe they were not in condition to buy and also the ecosystem does not exist. So, we will talk once the ecosystem develops or they should say they can take it.\"<\/p> Top sources said the ministry is in no hurry to look at a sale very soon. \"There have been back-to-back auctions for the last few years and the industry also needs a breather. A lot of investments are being pumped in and there must be some time for the capex to be invested and utilized.\"<\/p> <\/div><\/div>
