\"We are cautiously optimistic that if there is no third wave and all adult population is vaccinated by December 2021, new hiring will start picking up in FY22 and we may create 20% more jobs in six years than what was targeted initially,” said Pankaj Mohindroo, chairman of industry body India Cellular Electronics Association<\/a> (ICEA).

The five-year initial target was to create 200,000 permanent and 300,000 temporary jobs. ICEA represents Apple, iPhone makers Foxconn,
Wistron<\/a> and other manufacturers like Lava<\/a>, Bhagwati, UTL and Optiemus, among others.

Mohindroo's cautiousness comes on the back of the government's decision to extend the
PLI scheme<\/a> by a year to FY26, giving a much-needed breather to handset makers hit by the pandemic, which hit their efforts to meet the original first year (FY2020-21) targets. Only Samsung of the 16 qualified players under the scheme met its target for the original FY20-21. The rest expect to meet their targets in the revised first year, or FY21-22.

Sanjeev Agarwal, chief manufacturing officer at
Lava International<\/a>, said the company plans to up its manpower by 20-30% this year and others like Sunil Vachani, CMD at Dixon Technologies<\/a>, confirmed that hiring will pick up as a result of the timeline extension. Both companies have qualified for the PLI scheme.

And although recruiters say hiring will pick up after July, the hurdles caused by the pandemic remain.

\"There is fear of the third wave and many now do not want to head far away from their hometown,\" said Rituparna Chakraborty, co-founder of staffing firm
TeamLease Services<\/a>. \"Another challenge is vaccination. Most have taken the first shot but are not fully vaccinated while the companies want vaccinated employees who can go on the floor immediately.\"

Therefore, the supply may not meet the demand and even the companies are cognizant that their immediate hiring needs will not be fulfilled.

\"This creates an opportunity to bring in additional workforce but not in the immediate term until the uncertainty around Covid subsides,” said Amrit Manwani, managing director at Sahasra, which assembles printed circuit boards for handsets.

The PLI scheme for handsets was launched last October for five global companies, five domestic ones and six component makers with the aim to produce Rs 10.5 lakh crore worth of output and export 60% of it.

A lot depends on the pace at which lockdowns are opened up and while some state governments are easing out the factory closures, travelling across some states requires permits.
