The tower companies in a letter to J&K IT Secretary Prerna Puri brought to attention that the non-implementation of the aforesaid policy is creating issues for them, adding that 3,000 applications for tower installation are pending approvals in J&K.

They said the J&K government has already notified guidelines and instructions, and permissive sanction for laying optical fiber and installing mobile towers on private and government land and buildings, namely JKCCIP2020, vide a government letter dated December 1, 2020, for alignment with the provisions of the Indian Telegraph
Right of Way Rules<\/a>, 2016.

“We regret to inform that despite various efforts of the government of J&K for implementing uniform
RoW<\/a> policy and streaming the process of installing the telecom infrastructure across the state, various departments\/authorities and districts are reluctant to implement the aforesaid policy. As on 31st December 2021 there are more than 3000 Tower applications pending with district authorities for approvals,” said T. R. Dua, Director-General, Digital Infrastructure Providers Association<\/a> (DIPA).

Besides, 70% of the towers need to be fiberized by 2024 to cater to the 5G launch compared to 33% currently, according to a joint report by Digital Infrastructure Providers Association (DIPA) and consulting firm EY.<\/p><\/div>
