The Telecom Regulatory Authority of India (Trai) has once again extended the deadline for the implementation of the new broadcast sector tariff regulations —commonly known as NTO 2.0 — by almost six months, to November 30th.

The new channel and bouquet pricing for consumers will now take effect from November 30th, instead of the earlier announced June 1st, according to the revised schedules.

The move is in line with the ongoing consultation process on the issues related to the new regulatory framework for broadcasting and cable services, for which stakeholders have been asked to submit comments and counter-comments by June 6th and June 13th, respectively.

“The deferment actually is in line with the ongoing consultation,” said a senior
Trai personnel. “Compliance for the issues that are up for consultation has been deferred as per the said circular. The consultation paper will be taken to its logical conclusion as per the procedure.”

In the new implementation timelines, broadcasters have been asked to submit their updated reference interconnect offer (RIO) by August 31st, which includes the MRP of their channels and bouquets, as well as other interconnect agreement terms and conditions.

Those who already had RIOs in line with NTO 2.0 can update and submit new ones by August 31st.

Meanwhile, the distribution platform operators (DPOs) —
DTH and cable companies — will have to disclose their distributor retail pricing (DRP) of channels and bouquets, as well as other information, by September 30th.

"All the distributors of television channels shall ensure that services to the subscribers, with effect from November 30th, 2022, are provided as per the bouquets or channels opted by them," said the Trai directive, signed by advisor Anil Kumar Bharadwaj.

Earlier, on May 7th, the regulator had released a new consultation paper on ‘Issues related to New Regulatory Framework for Broadcasting and Cable services’ after a committee formed under the regulator listed several issues related to the new regulatory framework 2020 for consideration.

The committee had members from the
Indian Broadcasting and Digital Foundation, the All-India Digital Cable Federation and the DTH Association.
