KOLKATA: India’s telecom regulator has urged the government to undertake verification of existing mobile subscribers using the electronic-Know Your Customer (e-KYC) platform in phases within a defined timeframe on national security grounds.

“The paper-based KYC process of customer verification is not robust enough, and the Authority has received several cases from the state police (crime branch) that suggest the existence of hundreds of working SIM cards<\/a> obtained with fake\/forged documents, which poses a real security challenge,” the Telecom Regulatory Authority of India said in its recommendations to the telecom department (DoT<\/a>) on Monday.

\nAccordingly, the regulator has suggested that DoT “works with telcos to evolve a framework to verify existing mobile users through the e-KYC process in a phased manner”.

\nBut it said such migration to e-KYC-based verification of existing mobile users “must be optional” for both telco and customer, adding that the government should ideally come up with incentives in the form of “free talktime and data” to encourage subscribers to opt for an e-KYC based authentication using biometric identification.

Trai<\/a> has also suggested that e-KYC-based authentication should apply to outstation customers. This would typically, pave the way for migrant workers, people with transferable jobs or folks from remote northeastern states working in major metros to obtain mobile connections in their place of work using the Aadhar-based e-KYC<\/a> service, said a senior industry executive.

\nLast August, DoT had cleared the Aadhar-based e-KYC authentication rules for issuing new mobile connections. However, these DoT regulations “excluded the huge existing mobile subscriber base”.

\nThe e-KYC solution is seen as an instant, secure and green mobile subscriber verification project, where a mobile user’s Aadhaar card and fingerprints are adequate for validating and activating prepaid and postpaid connections.

\nThe government has been gung ho on e-KYC as it provides near instant authentication of customers' identity\/address and also substantial cost reductions through elimination of paper-based verification. For the consumer, instant activation means a better experience and security of confidential personal information.
