NEW DELHI: The telecom regulator<\/a> is not considering fixing a floor for mobile phone tariffs, and would continue to keep pricing under forbearance, a senior official said, dealing another blow to Vodafone Idea<\/a>’s repeated push to get the authorities to set a minimum rate for mobile phone services.

On Tuesday, industry lobby group Cellular Operators Association of India (COAI) however once again pressed on the need for a
floor price<\/a> for data services for an interim period of two years to help the industry recover financially.

\"We are not considering tariff floor pricing since the move may not be consumer friendly,\" a
Telecom Regulatory Authority of India<\/a> (Trai<\/a>) official told ET.

The official said
Trai<\/a> would not take any divergent view in the matter, since it had already last year rejected the demand from telecom operators who have been seeking fixing of a minimum floor price<\/a>, at least for data services, to support average revenue per user (ARPU) amid intense competition in the market.

But cash strapped
Vodafone Idea<\/a>, unable to raise headline rates due to the competition, has been pushing the government to fix a floor, saying the move would help repair the financial health of the industry, and help it raise desperately needed funding.

In fact, the company’s latest push came in a June 7 letter that Kumar Mangalam Birla, chairman of Aditya Birla Group (ABG) wrote to cabinet secretary Rajiv Gauba. ABG is a co-promoter of Vodafone Idea holding 27.66%, while another co-promoter UK’s Vodafone Group Plc holds 44.39%

In the letter, Birla said a floor pricing regime, above the cost of service, along with the other steps such as clarity on adjusted gross revenue (AGR) liability and adequate moratorium on spectrum payments, was imperative to showcase the government’s intent of retaining three private players in the market.

This show of “intent” from the government would help generate confidence in potential investors to put in money into the debt-laden telco, he added.

Mobile data rates in India are the lowest worldwide, which at present stands at around Rs 8\/GB a month.

Backing Birla’s call, SP Kochhar, director general of COAI said that in the last few years, fixing floor price has become critical to provide the telecom industry some relief from cost pressures and financial stress.

“Despite these financial constraints, during the pandemic, the telecom service providers continued to make significant investments and provide seamless network connectivity to Indians. It is important to understand that the telcos have incurred losses because of the downward pricing trend of data tariffs,” Kochhar said.

He added that revenue generation was now essential to sustain the financial health of operators and provide relief from the cost pressures, and pointed out that the Trai had also done a consultation over the issue.

The regulatory officials, however, say it’s best that tariffs are under forbearance, and telecom carriers should themselves raise their prices, like they have done in recent weeks. In recent weeks, Airtel and Vodafone Idea have tweaked their corporate postpaid and base level retail tariff plans to push users onto higher paying plans, in a bid to shore up their ARPUs.
