New Delhi: The Telecom Regulatory Authority of India (Trai<\/a>) is set to commence consultations soon with stakeholders on the allocation methodology for satellite spectrum<\/a>. The regulator will deliberate whether spectrum should be given through auction or administratively allocated to satellite firms and in which bands, a mix usage can be proposed, so that both telecom operators and satellite players can co-exist.
The Department of Telecommunications (DoT<\/a>) has provided information around spectrum availability in various bands like Ku and Ka, used for satellite communications, to Trai. Currently, Ku band<\/a> is administratively allocated by DoT but there has been growing demand from telecom companies, primarily Reliance Jio<\/a> and Vodafone Idea<\/a>, that allocation of spectrum should be done through auctions only.
DoT too feels that although satellite companies need spectrum at few locations for setting up their earth stations but to serve customers, who are spread across the country, they need access spectrum and for allocating access spectrum, auction is the desired way. DoT’s stance comes in the backdrop of the Supreme Court 2012 order, which had clearly stated that access spectrum should be given through auctions.
The DoT though will leave the decision to Trai to suggest allocation methodology for satellite spectrum.
There has been a clear divide among telecom operators regarding allocation of spectrum for satellite communications. Bharti Enterprises Chairman Sunil Mittal has categorically stated several times that satellite broadband spectrum should be given administratively as has been the practice in the rest of the world, Reliance Jio and Vodafone Idea are opposing it. In fact, due to lack of policy around spectrum allocation for satellite communications, Bharti Group-backed Oneweb has not been able to launch services in the country, despite getting the requisite global mobile personal communication by satellite (GMPCS<\/a>) license and other regulatory approvals.
Reliance Jio too has entered the satellite communications space through their joint venture with Luxembourg-based space technology firm SES. However, despite their entry in the segment, Jio has been maintaining that spectrum should be auctioned and not given administratively for satellite communications. SES though differs with Jio and doesn't support auction for getting spectrum.
Satellite communication (Satcom<\/a>) services may gain traction in the near future in India once the regulatory policies are in place. Elon Musk owned Starlink had even started to take pre-bookings from Indian consumers for their satellite broadband but was asked to stop by DoT as the company had not taken a license. The company then refunded the money to people. Similarly, Amazon had evinced interest in the Indian market while Oneweb had planned to launch services by May 2022.
The Department of Space (DoS) is also working on the space policy, which once finalised, will be shared with DoT for spectrum needs. In the meanwhile, Trai will also come out with its recommendations on satcom services.
Satcom is very useful for providing broadband services in remote, hilly and inaccessible regions. It is also the only medium through which communication can be established in disaster zones when normal communication gets affected. With the prevalence of low-earth orbit (Leo) satellites, broadband speeds of 200 mbps to 300 mbps can be achieved.
