NEW DELHI: Norwegian telecom major Telenor will bid for 3G spectrum in the next round of auctions in India just as the company eyes expansion through mergers and acquisitions (M&As).

The company, which operates in India under the Uninor<\/a> brand and has operations in six telecom circles, is also actively looking at boosting its network capacity by striking spectrum sharing arrangements.

\n\" We need spectrum to upgrade technology,\" Vivek Sood, CEO of Telewings Communications Services (Uninor), told TOI when asked about the company’s plans for participation in the next round of 3G auctions. \" There is a clear case for us to be there. We would participate there.\"

\nUninor, which only offers 2G services so far, had participated in the spectrum auctions earlier this year too, but failed to buy airwaves. \" We were sure that the auctions will not be level-playing. The auction had participants who were trying to retain their spectrum holdings. We would have pushed prices only further up.\" While the government had released one block of spectrum (of 5MHz) in the last round of auctions, it will be selling three more blocks in the coming sale that may happen over the next one year.

\nUninor, which pitches its services on the ‘lowest-price’ plank, operates in UP (West), UP (East), Bihar (including Jharkhand), Andhra Pradesh, Maharashtra and Gujarat. It will soon begin services in Assam.

\nThe company, which had originally partnered realty player Unitech for the Indian foray but now has full control, was one of the operators to have faced action in the Supreme Court decision to cancel 122 licences in 2012. Asked whether the company has plans to go pan-India, Sood said, \" The circles where we operate now account for more than 50% of the country’s population, giving us the ability to serve every second Indian. We, however, have to find ways to expand. But it is not necessary to be a pan-India player immediately.\"

\nIt has also been in talks with various telecom companies to explore M&A opportunities and these are believed to include Videocon Telecom and Tata Tele.

\nSood refused to identify individual companies, but said that growing inorganically is surely one of the ways to expand. \" India is a fairly penetrated market, and developing organically will be a challenge… Telenor has deep pockets and has enough money to invest. But we need to look (at a possible deal) in a rationale way. The values need to be right.\"

Experts have often pointed out that the Indian telecom
industry<\/a>, which has around a dozen players, needs consolidation. However, the heavy debt that many of the potential targets carry is a major concern for any buyer.
