\"\"KOLKATA: Domestic networks<\/a> gearmaker United Telecom Ltd<\/a> (UTL) looks to be on a collision course with Bharat Broadband<\/a> Network Ltd over the latter’s purchase of devices known as Gigabit Passive Optical Network systems for the Rs21,000-crore national broadband venture.

Bangalore-based UTL, which recently emerged the lowest (L1) bidder in the GPON<\/a> systems tender, has in an internal letter said it must be allowed to meet BBNL<\/a>’s entire requirement of such devices as its L1 bid is nearly 80 per cent lower than second (L2) bidder, ITI Ltd. “UTL must be awarded the full order quantity of 100 per cent since the second lowest bid is roughly 80 per cent higher. Tender rules state that price bids from L2, L3 and L4 can be entertained only if they are a maximum 20 per cent higher than the lowest bid,” UTL said in its letter to BBNL seen by ET.

\nA senior official at Bharat Broadband, however, dismissed UTL’s contention, and said it is eligible to supply only 40 per cent of the tendered quantity since the 20 per cent price differential cap in the tender rules would only apply if “the lowest bidder was a foreign vendor, which is not the case with UTL”. The GPON systems tender is considered the most critical piece of the India’s ambitious national broadband venture as these devices will carry voice, data and video signals over the proposed fibre-optic broadband network at super speeds.

\nThis executive said Bharat Broadband would “strictly adhere to bid clause IV.A.4.
