MUMBAI: Vodafone<\/a> Group head Vittorio Colao<\/a> has reached out to the Prime Minister’s Office and the finance ministry — apart from the telecom ministry — to flag concerns over the industry’s health, which has been further hurt by Reliance Jio<\/a> Infocomm’s alleged below-cost pricing of services.

In similar letters to the
PMO<\/a> and finance ministry dated August 22, Colao also called for more transparency in the way the Telecom Regulatory Authority of India calculates the interconnect usage charge (IUC<\/a>), a fee paid by the network from where a call originates to the one where it terminates.

He noted that Vodafone, India’s No. 2 telco, has already moved court seeking a direction to
Trai<\/a> to share its cost model for arriving at IUC. He called on the government to reject any move to lower IUC from the current 14 paise a minute. Jio, which started services in September, wants IUC scrapped.

In his August 22 letter to telecom minister Manoj Sinha, the Vodafone chief highlighted concerns over IUC and issues such as the need for a longer tenure to pay for spectrum and lower interest rates for
telcos<\/a>. The contents of the letters to the PMO and finance ministry were similar in content, according to people with access to them.
\n
\nColao said regulations shouldn’t be based on the assertions and “ambition” of Jio, which has been making losses and isn’t likely to turn profitable until at least fiscal year 2020. Jio operates a nationwide 4G network, offering users free calls and low-priced data services. He disputed Jio’s claims that as a 4G-only operator, it has a 70% cost advantage over rivals that offer 2G, 3G and 4G services, saying there was no proof of that globally or in India.

\nHe said Jio’s expenses are higher, whether in terms of employees — approximately double that of Vodafone India when including outsourced workers — or infrastructure, with its significant sole tenancy approach versus the tower-sharing approach adopted by others.

\nColao said Jio’s underpriced services — which meant it is posting losses — translates into a higher cost per subscriber and can be recovered only with higher revenue per user, which is an unrealistic scenario amid the competition.

\nBrokerage firms Credit Suisse, Morgan Stanley and JP Morgan said in reports in April they do not expect Jio to make a profit till fiscal year 2020.
