While on one hand, the surging demand of these devices has taken the industry by surprise, on the other hand, the delays to get the license approvals of their devices have skyrocketed. More and More companies are beelining the offices of DoT\u2019s WPC to get their equipment approval, who have yet to clear hundreds of pending applications, let alone decide on the fresh applications amounting to millions and millions of equipment being stuck from being distributed to the Indian market.

As the pace of applications keeps climbing, the Industry feels that unless DoT\u2019s WPC quickly add additional manpower and resources beyond their current capacity to tackle the pending applications, they may have to delay the launch of these equipments to the market or even cancel them which in turn will not be able to help the nation\u2019s growing demand of WFH workforce and disappoint the remote learning participants.

There are serious concerns on the WPC\u2019s Licensing decision times on the number of pending applications as it is bracing much higher than their normal ability to tackle these applications, with its limited capacity to handle these applications.

The existing delays at WPC are leading to a shortage of connected equipment release to the market. In light of these current circumstances, the red-tape delays should be minimized or removed to create smooth flow of these equipment in the market.

The Industry is raising Questions about how to ensure a speedy approval of these Equipment Type approval and licensing applications, some of the recommendations have been to:

i. <\/strong>Allow the industry manufacturers which have been in business for long to have a provisional self-certification approval which can allow the manufacturers to launch and import the equipment to cater to the rush. The provisional self-certifications can be limited to six months or longer. Once the rush is receded, or once additional resources are obtained, then WPC can convert the provisional licenses to permanent after additional scrutiny if required.

ii.<\/strong>As the license approvals are based upon the submission of the certified test lab reports among other secondary documents which are reviewed by the WPC staff, so by simply providing the certified copies of the certified test lab reports among rest of the documents should be the criteria for an automatic provisional license, keeping in mind the scarcity of the resources and rush of the applications at WPC.

While India Inc. is ready to go back to work, it should be given all the possible assistance during these difficult times, so the workforce can seamlessly perform their duties at home while tapping into the latest gadgets from these manufacturers.

We understand that WPC is willing to provide continued support to the industry, by meeting its published approval times, but they must immediately equip themselves smartly and process these applications even faster than before, given the nation\u2019s mandatory COVID-19 circumstances.

As it is a constant learning process for all the stakeholders, we can only hope that with these challenging times, WPC can quickly mold itself into the spirit of the central administration\u2019s guidelines, to battle the COVID-19 for WFH workforce and Study at home student\u2019s growing electronic equipment needs by helping the manufacturers launch their equipment rapidly to the market.
