Enhancement of Scope of Telecom Infrastructure Providers \u2013 to encourage and facilitate further investments in telecom infrastructure, as envisaged in NDCP-2018:<\/strong>

The data growth would continue further and is expected to reach five times the current level with the advent of new mobile applications, besides the upcoming emerging technologies - AI, VR, enriched video, M2M, IoT applications would further stimulate the data growth. Thus, the evolution to 5G is imminent to support Digital India program through enhanced data capacity needed in future and decongest the 4G networks.

A ubiquitous 5G network would require mushrooming of small cells over a city in order to have seamless coverage, which can enable new applications like connected cars and connected devices. It is envisaged that almost 2.5 times the current towers would be required in next 3-4 years. Creation of robust infrastructure would be the key aspect and it would require huge investments to the tune of USD 100 billion as envisaged in NDCP 2018.

Telecom Infrastructure providers can play a vital role in faster rollout of 5G and other new technologies and use cases by saving a huge cost for service providers. This can only happen when end to end sharing is permitted by allowing sharing of active network elements to infrastructure provider by expanding their scope within the existing framework and not to burden them any further in any kind of licensing obligations. Infrastructure provider will have to be allowed to own and maintain the active infrastructure as well besides the passive infrastructure. The enablement of Infrastructure providers by permitting active infrastructure sharing can attract huge investments to the sector which are much need for a successful 5G rollout. Besides the 5G rollout, it can provide a much-needed boost to other technologies such as In building infrastructure, Wi-Fi, Voice over Wi-Fi, FTTH etc.

Facilitation of Right of Way for development of Telecom Infrastructure:<\/strong>

Alignment as well as implementation of RoW policies in States in line with Indian Telegraph Right of Way (RoW) Rules 2016 issued by the Government of India in November 2016, would give much needed stimulus in rollout of a Robust & State-of-the-Art telecom networks. The infrastructure densification in 5G will benefit from use of street platforms like lamp posts and utility poles for mounting infrastructure elements. This will require formulation of street furniture policies by the states. We recommend promulgation of guidelines on release of street furniture to infrastructure providers at reasonable rates.
