The author of this article is Mr. T.R.Dua, Director-General, Tower & Infrastructure Providers Association (TAIPA).<\/strong><\/p> The Covid-19 pandemic crisis is one of the toughest challenges faced by the mankind. It has affected almost the entire world with 194 countries reporting confirmed cases. The pandemic has led to severe socio-economic disruption with many countries declaring lock down. On 23rd March, the prime minister through NDMA Act, 2005, ordered a nationwide lockdown for 21 days in order to prevent the community spread. The telecom sector being pivotal to various other services and applications, was rightly exempted from lockdown vide the NDMA guidelines.

During the lock down period, several organizations shifted to Work for Home, virtual meetings and video calls etc. The uptake of e- services, OTT platforms, e- commerce and e-governance has increased significantly. Therefore, the importance of telecom services has grown manifold in order to mitigate the pandemic impact and has necessitated the continuity of telecom network.

The telecom infrastructure acts as the backbone to enable telecom services. Thus, the role of Telecom Infrastructure providers became more critical in during such unprecedented crisis. At such a crucial time, the telecom Infrastructure Providers are working outside to ensure that the Country can work from inside. Apart from the challenges of movement restrictions for accessing the telecom sites, the increased data consumption made the operations and maintenance of telecom network further complex. In order to maintain the telecom services all telecom sites are being continuously monitored and maintained by the IP-Is.

In order to ensure telecom connectivity on 24X7 basis, a comprehensive pandemic response program was followed by TAIPA. As an Infrastructure provider association and apprehending that a number of steps would be required for unhindered connectivity, TAIPA had taken up proactive steps ever since the WHO declared the COVID-19 as a pandemic.

Some of the important steps taken are as follows:<\/strong>

1. The matter was taken up centrally with DoT and requested for taking up with State Chief Secretaries to ensure movement of telecom field engineers on telecom sites and ensure power supply as well besides the diesel supply in the States.

2. With the declaration of lock down by Hon\u2019ble PM on March 23rd, 2020 the action shifted at the States \/ UTs.

3. In order to streamline the operations during lock down situation at each state, TAIPA formed a task force comprising of 4 regions \u2013 North, East, West and South. The initial task ahead was to follow up with state level authorities and enforcement agencies for issuance of down the line circulars in order to exempt telecom services from lock down.

5. The regional teams of TAIPA coordinated with State Government officials, LSAs and enforcement agencies to get the exemption orders and passes issued to IP\/TSP members. At some places, TAIPA officials were the nodal officers for getting the passes issued to the Industry. (In States \/ UTs like Delhi, Haryana etc.)
Matter of shortage of storage battery supplies, required as a back up to EB at the telecom sites was also raised with the central government with a request to exempt the battery manufacturers from the lock down orders.

6. Further, considering the unprecedented crisis as there was a possibility of telecom network getting choked, State Governments were requested for de sealing of the sites in order to cope up with increased demand of telecom services.

7. In view of sudden telecom network upgradation requirements, the State government have been requested to align the tower infrastructure policies with Right of Way rules notified by central Government to facilitate faster rollout for enhancing the network capacity.

8. A virtual war room was set up where key team members participates through conference calls and video conference.

9. Senior team members were continuously on calls with maintenance teams in the state, DoT LSA officials and had been regularly updating the circle corporate offices of its members.

Way Forward<\/strong>

1. The unprecedented crisis requires extensive coordination, co -operation and support amongst telecom infrastructure providers, local authorities, state authorities, enforcement agencies and central government.

2. The good work done so far needs to be continued. In case of extension of lock down period, these measures will have to be continued. The passes would have to be extended in all the states to ensure the movement of field staff.

3. The access issues in case of hot spot areas need to be resolved by taking precautionary measures. DoT may formulate the necessary guidelines for hot spot\/ sealed areas.

4. All infrastructure providers are working closely with each other and TAIPA is supporting them in all aspects to support TSPs in maintaining the telecom networks on 24X7 basis.
