One of the key vision areas of Digital India Program launched in 2015 is the availability of Digital Infrastructure as a Core Utility to Every Citizen.<\/p>

To implement this vision, Government of India through Department of Telecommunications (DoT) came out with the Indian Telegraph Right of Way (RoW) Rules 2016 which were gazette notified in November 2016 for adoption by all State Governments and Union Territories in India.<\/p>

With more than 3 years gone, only 16 states out of 36 States\/UT\u2019s have broadly aligned their policy with Row policy 2016.<\/p>

Such policy anomaly in the States have deprived citizens and especially businesses in the states like Karnataka, Kerala, West Bengal, Rajasthan, Haryana and others, from seamless network and internet connectivity and would impede rollout of new technologies like 5G, M2M\/IoT etc. in the States.<\/p>

Besides this, it has also seriously impacted various ambitious programs of the Government of India such as Digital India, Smart City, financial inclusion etc.\u201d<\/p>

Such policies laid down by the various State Govt. has put on hold further expansion of digital infrastructure and holding back further investment by the industry.<\/p>

Success of Digital India depends upon the innovative policy and enabling framework that government creates. A robust telecom infrastructure will play a key role in seamless connectivity, which is the essence of true \u201cDigitization.\u201d<\/p>

Also to address the issue, the Urban Development Department (UDD)\/IT Department of the various state govt. which seems to be responsible for framing the policy for installation of telecom infrastructure in their respective States have come out with their own policies which are completely misaligned with the Indian Telegraph RoW Rules 2016 of the Government of India.<\/p>

The RoW rules notified in November 2016 have several enabling features such as no restriction on location of telecom towers, single window clearance mechanism, defined time-period for approvals, appointment of Nodal officers, nominal administration fees and deemed approvals etc. extensively supporting the Digital India mission.<\/p>

As per the estimation, India still needs more than 1,00,000 towers to provide quality services and cater to active subscriber base of more than a billion customers.<\/p>

The tower industry has progressed significantly over the past decade, with service providers launching new products, participating in software and operational improvement, and procuring tower portfolios from mobile network operators (MNOs).<\/p>

In much of the highly mature global markets, the arrival of 5G, IoT and M2M, AR, VR & MC bends effective rollout of the critical infrastructure.<\/p>

Forthcoming infrastructure demand will be driven foremost by urban capacity needs, with macro-sites increasingly boosted by locally distributed small cells and inbuilding solutions. Small cell and 5G deployments will involve higher backhaul capacity as well as new models for infrastructure sharing (passive, active and backhaul) which would emerge soon.<\/p>
